Not sure exactly where this sort of application is made since it has to go to the admins... hopefully here does fine, they seem to be in the rules forum quite often :D
I have recently made a character named BWN_Camera1 and wish to apply for a Nuetral ID, Nuetral Rep sheet, and Camera Ship (Though, with the other two I can get that on my own if needed, I've got the credits).
After filming the recent Order/Keepers battle, I thought it'd be interesting to take up, since I've got fraps and some average film compiling software.
The BWN stands for BorderWorlds News, as this camera ship will be operating primarily in areas of Corsair, Outcast, Order, and Nomad interest, filming PVP and RP scheduled events when I'm able to make it to the areas on time.
You cannot simply buy the neutral ID, not since the current mod version.
(They had them for sale on various bases in 4.83. I bought one, and apparently didn't have it taken away. That is, until I had to mention it to Hoodlum, which in turn made me lose the ID. *sniff* I miss my Neutral ID. I used to explore everywhere and occasionally help people with various things, but that's a different story)

Caylith seems to be very active (and awesome) at the moment, I'm sure she'll appreciate something nicer than a sanction report to deal with. However, I would suggest acquiring the camera ship before asking for the ID, to prove your intentions. It isn't far to grab it, and you can get it with only 200k (which will keep you under level 30).

Neutral to Nomads = can buy Nomad ships and guns. Bad.
You would be surprised how easy it is for camera ships to survive, their hitbox is nigh non-existent. Seriously, the chances of you dying are utterly minuscule, and the only battles it will matter for are vs NPC, which aren't very interesting since they cheat. Keepers have more important things/common sense than to vainly waste shots on a camera ship.
