I hereby request an official Zone of Influence map. I've seen yet another player sanctioned for being outside his Zone of Influence. I had no idea Corsairs couldn't go into New York, I thought Corsairs were a non-house-specific pirate faction and could go wherever they wanted like the Outcasts do.
So, were can/can't people belonging to certain factions go? I think there ought to be a map.
Or, of course, we could let the factions that BELONG there police their own systems like RP demands that they do rather than have a few God-mins step in and, poof, The Corsair (for example) threat encroaching on Manhatten (Or where have you) is gone even though SA, LSF, LPI and what-have-you-else (for instance) were too lazy to guard their own systems and/or too macho to call for backup?
Either a map, or no more ZOI sanctions. Things are about as clear as mud right now.
I think a ZoI map is in order. At the very least, a list of common ZoI misconceptions (Exhibit A, Alaska, Exhibit B, Outcasts and Corsairs, Exhibit C, Zoners in house systems).

The thing about this is there is trading...All of those traders would
also be out of ZOI.
We've got OORP, OOC isn't it enough?
If we restrict everyone to their ZOI, there will be no or reduced
interaction between the houses...which is a bad thing.

More of a "restricted interests" in some areas I think. Methinks we need the following categories:
Unrestricted access and operation
Unrestricted access but restricted operation (see how the minions are doing, places you need to go to get setup)
Restricted access and operation (transit to and from above, places you might pursue into)
Very limited access, nearly nil operation (way out of normal ZoI, but necessary for setup and transit to setup- think Omicron Theta, Delta, and Kappa)
Do not enter under any circumstances (not many of these, but Alaska could go here for most lawfuls)
Need something. I'm tired of seeing corsairs pirating in New York system.

It doesnt take much more than common sense to realize that corsairs arent supposed to be in new york.
1. There are ZERO friendly bases to corsairs other than junker bases. Junkers would most definitely not want the attention of a corsair gunboat/cruiser/dreadnaught trying to dock/moor at their stations in the middle of liberty. If you come with a fighter or bomber, fine, but you need to have a -very good- reason for being there.
2. EVERYONE in new york (again, other than junkers) is hostile to corsairs. You've got the navy/lsf/lpi, who dont like any sort of criminals or pirates. You've got the rogues, lane hackers, and outcasts - all of whom do not like the corsairs.
If you DID manage to land on a junker base, chances are the outcasts/hackers/rogues on that base would string you up and skin you alive before you even made it to the bar.
There's really no reason for corsairs to be in liberty on top of all that.
In short: unless you're a 'special' faction (like the order and a few others) you shouldnt go anywhere where you cant find your faction's NPC's.
The reason I mentioned the order above is because, under cover/stealth, they can go anywhere in sirius - but they're not going places to start fights. When they leave order/borderworlds space, it's for recon and information gathering, or for making deals with faraway factions, not to go pvp whore.

Thought I would address this, but shipping factions go between houses freely, and military ZoI includes enemy territory. Granted, regular Bretonian strike teams into Honshu is a bit fishy, but still, traders and military raids are not out of ZoI. Not even Outcasts in Gamma or Corsairs in Alpha, despite some people's weird arguments.

Take a popular program, though I dont know if its endorsed or not, so forgive me if I cross some sort of line here. FL Companion, it lists a system map that allows you to see what factions bases are in what zones and use that as a basis for ZOI, though I do belive you can also sometimes see thats faction NPC's in adjecent zones as well.
Given that information , despite the time involved, it should be pretty easy to make a ZOI faction list, so that people have an idea where or where not to go. Or individually research your particular faction yourself.
Now seeing the new addition is being worked on that could drasticly change and I'm sure the admins and modders at this time may or may not be abit too busy with the next patch/add-on to want to give this the time. Hopefully the above gives you abit of a better idea as to your factions ZOI, toodles....
