Would love to, but who the hell owns it? Bases have no dam tags, so have no idea who to rep.
That is what pisses me off the most.
That and the fact you get shot before you can even move while undocking. Should be a rule against that kind of BS. Base should be same rep as planet/bases it is built next to.
ryoken's ship is GMG, somebody from samura built an illegal base over NT (I assume this is what he's talking about), only option is sell the ID and buy some bribes

Totally unhelpful, completely uneeded. This is a Kusari house system, a core system of that house as well. He is a lawful in the capital of Kusari and while space is indeed dangerous no one deserves to be blown up upon undocking from the capital planet of any house. I do not mean this is an insulting manner so forgive me if I come across as such but; did you read the original post clearly? He's not been playing an aweful lot and he's just decided to play again. This implies the base was built recently. I personally remember a base outside New Tokyo from at least a month ago, could be a differant base though.
To address the issue at hand however I agree with the original poster, its a load of rubbish. You should not be able to build player bases near jump gates, inhabitted planets or even near actual stations. Jump holes are only just okay to me because of how pirate and border/edge world factions sometimes need to control their territory but otherwise its just silly. I'm going to say that I personally felt they were a bad idea to add on the most part. They definately serve a great purpose for the aforementioned border/edge world factions and they certainly are a neat little thing to have but the fact is anyone can go build one, stock it up and then you've got a fairly difficult to remove installation somewhere fairly obstructive. Should've been handled via some sort of minor SRP autharisation system to properly assess people's abilities in roleplaying the bases as well as actually not causing issues such as these. Then again I do have some fairly restrictive views on all of the 'end game' content (capital ships, cloaking devices, jump drives). Its just one of many issues that I can forsee continuing to ware down at Discovey's playerbase (unintentional pun) and its quality of roleplay in favour of game mechanics such as this being publically usable and exploitable.
Anyway, that is just my opinion on the matter. I sincerely hope the original poster finds his way out of New Tokyo safely and that the base is handled properly regardless of what gets done about the subject itself.
Itabashi used to be KSP, it has recently been bought by the Hogosha after KSP died effectively.
Send a communication to the Kusari Government, it could probably be spun as a bad economic decision to shoot all the gaijins coming to trade in New Tokyo.
If it's Itabashi you are referring to, it's listed.

There are a number of bases built near jump gates and planets. Bowex base in New London; Krupp base in New Berlin; IMG base in Omega 3. Several are at or near Jump Holes as well (Dublin and Cambridge just to name two).
I don't see an issue with any of these. If you don't have the reputation to be at least neutral to a base, try contacting the base owners inRP via a comm thread. Griping about it OORPly without even trying to do it inRP is lame.

He didn't make it clear whether he meant a player base or an npc base, so this was a way to confirm. Either way, there are a bunch of ways for him to solve this... 1. ask the base owners to let him pass, 2. boost samura rep with bribes (should be plentiful on planet new tokyo), 3. if the transport is not a large (less than 3k cargo) transport, he can try and dodge out of the way of the platforms until successful, the anti cap platforms are mediocre at targeting ships that go proper evasive.
If a player base exists in a uncomfortable location and you want it gone, gather people together, siege it and kill it.
