Voip is where you can actually talk (not just type) isn't it? If you have a headset kinda thing with a microphone thing?

Yes, VoIP is where you can talk over a microphone. Usually activated by pushing a button.

There is an "official" teamspeak server, but nobody roleplays random encounters over VOIP.

Some people have their own TS servers for which they use for their own combat stuff (like me).

There used to be Data's one, but that has since stopped being used due to lack of funding. There are a few free ones that are fine, have a look or ask the group you think uses them to be included.
