This is really starting to piss me off. Today I encountered three smugglers moving through omicron minor / omicron 100, hauling cardamine for the outcasts, and none of them were hostile to npc's in O-100.
Listen guys... I know it's an easy power-trading route for you, but it needs to stop. If you're going to pass through an order -guard- system as a clearly hostile faction member, you need to at the very least be hostile to the NPC's there.
I'm tired of spending what little game-time I have trying to chase down smugglers and traders using our guard system as a highway when you shouldnt be there in the first place - it's out of your zone of influence, and -nobody- should be going into any guard system without approval from the faction in control of it - and I can guarantee you that no black squadron member will approve cardamine smugglers moving through the system.
Report them for ooRP repsheets. Anyone hauling for the Outcasts should have, if they wish, the following guard factions non-hostile, and all else at starting status or worse:
Outcasts
Liberty Rogues
Mollys
Red Hessians
Lane Hackers
Junkers (maybe)
Granted, they can't complain if they head to one of those systems and get shot by players, but at least then they couldn't be reported for ooRP rep. If any other guard NPC is non-hostile, however, they need to shoot a CD or exit the way they came, otherwise that falls into the "not hostile with lawfuls while pirating above said lawful's base, while ID'd hostile to said lawful" type of rep-work.
Also, he is right, they need to be hostile to the NPCs.
However, they don't need permission from the Bs| to be in there.. Just like Corsairs could enter Omicron-82 if they want. We can kill them for going in there, and they have to be hostile (violates server rules for Cor ID/Tag in Omi-82, and OC tag/ID in Omi-100/91, though no tag + smuggler isn't technically breaking a rule) but they don't HAVE to have permission to go in. Its like a smuggler in New Berlin.. Doesn't have to get permission.. RM would simply hunt them down if they did. Thats your job as an Order pilot, don't wanna deal with it, change factions. But people don't have to change their route to suit you.
I would say sending screens of traders with cardi (SS them with cardi, then SS them in guard system without being shot) to the rule violation reports section would be good. Admins can decide on whether or not it would be sanction-able. They might also warn the traders to get back to hostile with the guard or they will be. Either of those would be good.

In the past hour, I've taken out one smuggler in an advanced train hauling cardamine, a liberty rogue in a rogue gunboat (fled battle, damaged), and an outcast in an outcast destroyer (fled battle, damaged). One other smuggler managed to get through the system twice because he got out of range of CD's while I was dealing with the others.
The two warships were hostile with the guard rep, the traders/smugglers werent. Point is: NO smuggler in his right mind would try to fly through the most heavily defended system of a hostile military faction!
Seriously, what reason do they have for using our space as a shortcut? Other than to powertrade, which should be sanctionable in itself, they dont.
And a note on 'policing our own guard system' - That's all I ever do when I'm online nowdays. Occasionally I'll head out and explore, or kill nomads, but the rest of the time I'm sitting in 100 by myself trying to stop people that shouldnt be in the system in the first place - it's not fun to do, but until these people stop going throught he system it has to be done.
Oh, and I'm doing this with my time while black squadron players are out in other systems doing their own thing... shouldnt -they- be guarding the system? Or at least lending help?
Point is: there arent enough order players online to stop these guys, and I'm sick of being the one that has to step up to the task. There's got to be some rule, somewhere, that says this kind of thing is bad, right? Shouldnt clearly hostile factions stay out of each other's guard systems?
Thats what smuggling is going places where you are not welcome, carrying things that contraband there is no rule that says no one but said factions are allowed in guard systems.

Exactly. Outcasts smuggling cardamine should be using the tau/kusariberty route. The entire route is jump holes, it keeps you away from trade lanes, and you dont have to go through any hostile guard systems.
Yes, it takes longer to go that route, deal with it. You're already making stupid amounts of money off your cardamine, a couple million fewer credits an hour isnt going to kill you.
