Well when i see a ship come up, i turn toward's it.I scan ship/TAG/ID, as you should not fire until you know who it is anyway.This take's about 30 sec's, and any ship undocking will have had time to see me, and probly scan me as well.
IE happened to me earlier today, when i saw a xeno ship leaving zoner planet in Kappa. I was in my BS, so i turned to veiw the ship(15 sec's min) Scanned him to make sure he was a zeno, yup confirmed, at which time ship was 1k from planet, so i blew him to crap.
Next thing i get is and i quote " you cannot kill me without a warning " THIS from a xeno. Then i get a I was setting up my char. Why is a xeno even in Kappa? OOP's getting off topic.
If you can turn/scan and he/she is 1k from base or planet. I say fair game.

Um... you blew up a Xeno fighter, setting up, in your battleship. For no reason other than he was a Xeno.
Even (most of) the Liberty lawful forces don't do that anymore.
Really, please refrain from doing that in the future and if the guy is online please apologize to him. That was quite mean, and there was no reason for you to do that other than to be a jerk, which I'm sure was not your intention. Right?
That's the kind of behavior that makes people scream "damn capwhores" which is usually well justified. If you apologize, no biggy. If you think its fine after reading this, then... you deserve that label, sorry to say.
Um, I think you're over-reacting a bit Sovereign. Terrorists are usually KOS for militaries and the Xeno didn't tell him 'til afterwards that he was setting his character up still.
Common courtesy, Dopa, if you see someone in Kappa dock with a planet, they are almost assuredly setting up. Plus, what the hell would a Xeno do in Kappa other than set up? If he didn't fly to Delta, fly to Kappa, then head home, he would be fair game. Otherwise its just being nasty.
Question: Is it dock killing to attack someone coming out of a jump hole?
I mean, the guys in question had plenty of time to move and fight back, I didnt open fire until they started to accelerate, but it was in a guard system where I have authority to shoot anyone and everyone who isnt supposed to be there.
I think yes, dock-killing applies to jumpholes- for about five seconds, when you still don't have control of your ship. You spawn in the system before you get control, but it isn't nearly as noticeable as with bases.

I was blown up by a pirate when I was in a starflier last night (not the first time a pirate has killed me while setting up, the other time I was in a patriot still with level 1 shields), but I had got a money dump so it was a 50+ level starflier, so what? It's annoying but then so is getting pvp whored by factions, right?
If it happened the way ryoken said, it was a legal, and an in character kill.

Its a legal kill, but its a jerk move, as was the kill on a starflier. That guy posted here complaining he got chewed out for it and we ripped on him for about two pages, fear not- nobody does that to anybody and gets off for it.
Its a whore move that gains you nothing other than a death message and a pissed off human on the other side. Why would you want to?
As for in-character, analyze this:
What kinds of battleships have legitimate reasons to operate in Omicron Kappa:
Corsairs
Zoners
Order
The Xenos are enemies to none of those. In fact, the Zoners could be considered friends. Granted, the Xenos might shoot a Corsair for being in Liberty, but then you can ask what said Corsair is doing in Liberty.
So... there was no RP to it, but it was legal, just... bad.
