I believe its unlimited but the rules remain for you can only be in 2 system owning factions at a time...

technically neither is against the rules, barring possible OoRPness, but there is alot of possibilty for abuse in either case.
giving a new player a fully set up character is taking a lot away from their discovery experience. The developing, learning, and self-sufficiency experiences are bypassed, perhaps making discovery more boring more quickly, and removing a big part of the "discovery".
not to mention there would be no telling who was actually on the account.
If this was a PVP server, i think it may be appropriate, but in my opinion, on a role play server it is not.

It seems to me that it would allow a person to go straight into rp without any oorp character building for cash or rep.
On a RP server that seems like a plus.
And I guess it is allowed. It's easy enough to make the characters and record when they are transfered.
Take it from me, as I've lead a faction here for awhile.. Those that you hand nice shiny new ships over to don't last long.. If you were to make a faction and/or recruit people into it, you don't want to give them a pre-made character. What I usually do is hand them 10 million (sometimes 15) and tell them to get a ship and finish financing it themselves. If they make AW tagged traders they get more than 15, more like 25, so that they can get trading. Then they learn to fend for themselves rather than come to me for everything. This definitely helps in keeping new people to stay, as it keeps the challenge in the game.
And 10 BHG BCs and 10 OC Dessies.. First; Eppy would kill you for having that many unauthorized OC Dessies, and will probably not authorize a single person having more than 2 at best.. Second, that would be pvp whoring behavior which is considered unacceptable. This game, and especially this server, are not made for pvp, but for RP. Pvp is done on an RP basis only, and when reasonable.
BTW, the character building teaches new players to RP. They are also more appreciative of what they earn for themselves, rather than get handed, and are more reluctant to break rules with things they spent time working on.

Actually my experience with the QCO is that I was asked to do a few missions with a new person in my group to give them rep, and they got a substantial starting fund, that's not character building, it's basically being handed a ship, so what's the difference?
Eppy is powerless to remove OD dessies from anyone who doesn't care if they get pvp whored once every blue moon, heck I smuggle carti in a junker tagged OC dessie, by the time the 101st know I was there I'm gone.
I don't see any issues with handing someone a premade ship with rep as a starting gift for joining a faction, it just depends on how they play it following the gift.
Have as many char's/ship's as you like. Just do not abuse them by jumping to the ship you think will be able to PvP at every oppertunity.
Hell i have 10 ship's. mostly different aliances.(junker/BH/order/outcast/zoner/agiera/navy) but i RP each,and never just look on the player list,and say "oh look a fight in Gamma which ship do i have near there" as that would just be wrong.
Pre made char's would just not be fun. I was second in a faction,and we would give out 5-10 mil, and just tell the noob's we use these ship's. Buy 1 of them, and equip it the way you like. Do some mission's for your rep, and have fun. If needed we are here to help,and hope you will help us when called upon.:cool:
Isn't what you are describing in the other thread, a bunch of clan members jumping into a system to stop a smuggler, the same as picking what ship I fly based on where the pvp is on the server?
As long as I jump into a character that has an rp reason to attack who he attacks, how is that different than you calling in order buddies to help you pvp when you see a smuggler in o-100?
