We always welcome friendly faces to our base, especially those of our fine friends the Gas Miner's Guild. There will probably be no problem with allowing you docking rights to our station, however we need you to answer a few questions first.
Do you have any special enemies who may pose a threat to you, as well as a threat to the personnel of Otemachi and Otemachi itself? Note that this won't make you instantly ineligible to gain docking rights, it just gives us a chance to make sure our security is capable of dealing with the threats.
What is the name of your ship? Our Traffic Control operators will need to know this in order to let you dock.
How is your standing with the Kusari Naval Forces and Kusari State Police?

But just know, if you cause any problems for Otemachi, Interspace Commerce, or it's employees, your docking rights will be denied, and possible further action may be taken.
With that said, I hope you enjoy what Otemachi has to offer, and I hope our relationship turns out to be a profitable one. Otemachi will not always be accepting Helium-3, we are not on the same scale as GMG when it comes to mining, but we will be occasionally, and you're more than welcome to sell us some at that time.
I am sorry to say that I overlooked an agreement between IC| and GMG| concerning Otemachi. It seems, per our contract with GMG|, that only official and primary GMG| miners are allowed to dock at and mine for Otemachi. I have included a copy of the contract and agreement below, showing where this is stated.
We wish that it was allowed for you to maintain docking rights with our base, but seeing as how Okinawa is GMG|'s space, we must follow their rules. If you still wish to mine for Otemachi, then you will need to speak to the primary part of the Guild about joining their ranks.
We understand you may have unfinished business aboard Otemachi, so we are allowing you enough time to finish any business you may have here, but after a certain period of time, your docking rights will unfortunately be revoked.
We are sorry for this inconvenience, and hope that we can continue our business in the future.

Mr. Tomiyashi, we have nothing against non-GMG| vessels. It is just that our contract, that has been shown to you, forbids miners such as yourself from docking on and supplying our station. The GMG| currently have full control over supplying our station with Helium-3.
Non-miners, meaning GMG escorts or other such ships, are perfectly acceptable within our contract to be granted docking rights on Otemachi.
It is not a matter of opinion or emotion, it is a matter of a legal contract preventing us from allowing you to maintain docking rights.
