1) Yes you can - the new phrasing of the rule also means you're not locked out of a system you're killed in by default. The person who killed you has to actually ask you to stay out, which you then have to abide by.
2) No. If you've killed them within the 2 hours, they cannot initiate combat with you for any reason (besides consent). If you attack them, they're allowed to defend themselves as normal.
3) Sounds like an old message - I'll check it out and see what that's about.
4) Yes - mostly because it's very difficult to prove whether it was a genuine disconnect. If you post in the 'disconnected' thread to explain what happened, log back in as soon as possible and contact the other people who were involved, we'll be understanding.
Someone who tries to maliciously sanction another player who's disconnected and then made every effort to rectify the situation will probably end up feeling the sharp side of the sanction system themself.

If you disconnect during a fight, PM the other side and see if they're willing to let you come back. If not, or you can't get an answer, assume you "died" and leave the area. That's the safest and most polite route, anyway.

Alot of people just look to cause other people harm, By the time people return to apologize or to let the other party know, I can shower em with nobel prizes on the amount of sanction reports they file.
Hey its just an opinion, but why not to have a deadline to people to anwser these questions instead of charging them right away?
What about "docking to re-arm" while in large PVP group fight (not one on one). I've seen this happen a few times and wondered what the stance on that one is? I was under the illusion that you cannot dock for any reason once involved in fighting, and if you do it's considered a pvp death.

I didn't know that, good to know. So if I'm killed in group battle, I can stay in system unless the person who killed me asks that I leave it.

Yup, that's the one. If the enemy sees the green docking message, you're dead. If not, you successfully escaped and can return later on. Hit and run tactics are now very viable. It's suggested that in group fights, you assign people to chase down fleeing ships and either destroy them, or stop them from docking.
So just to be clear. Lets say as IMG I'm fighting Outcast in Tau-23 and leave group fight heading for Java to re-arm, but spot they are still on radar. So instead head towards the GRN battleship further down in system so they are off radar and dock their instead to re-arm.
That's allowed then? Even though it's not my faction station but can still dock their.

Yup. If you're more than 14k-15k away, it's all legit. In that example, Tau 44 or Falkland would probably be the safest option.
