I wanted to start yet another diplomatic discussion with you in hopes that we can solve our problems for once and all. I'd normally invite you to a nice place to have a few drinks while we discuss our stuff in a more personal environment, but I realize it's not gonna work that way with your kind.
You see, the first problem arises with what you are, and who I am; how different we are from each others, and how hard it is for us to understand certain points, aspects and characteristics of the other. If you assume that you DO understand me properly, and will not admit what I had just admitted, you should be sure that you are wrong as obviously we couldn't manage to properly coexist just yet.
Let me give you an example... From what I've seen, your side have always went on 'this logic, that logic'. Well tell you what, the way you act is totally illogical from where I look. You're limited to a barren world in the middle of nowhere that's called the Omicrons, and only recently starting on your adventure among the stars. You're surrounded by super-powers of the area, the Zoners, Corsairs, and the Order, and while you should've been first trying to steady your relations with them, you've gone on a base building spree, agressively expanding in and out of the Omicrons, acting like you can actually go head to head with those powers. Your attitude and actions showed that, and nobody likes that. It makes it look like that your kind does not possess any degree of sensibility, or foresight, and only possess a limited logical capability which you so vehemently insist on being experts on.
Remember, that is only one of the examples showing how my kind came to view you. Oh how logical it was to shoot my agents, even when they had allowed you to go free after being seen with those Core coming out of Omicron Minor, our old system with our dead home and 800.000 of our lost people. Maybe we should attest this to your lacking capability of empathy. We humans rely on empathy a lot to get along and it's one of the things our whole social structure is based upon.
Let me continue with the rest of our history. A few weeks ago, we've found you in Omicron Mu, and you've flown past it to Omicron 92, our backyard, claiming that an idiot secondary fleet member took you in. We were still going to allow you to leave our space peacefully, just before one of your units started to insult my agent and my organization, screaming wildly in that annoying robotic voice how much you DO love the Core. I have to assure you that a simple mention of Core will get you killed no matter the circumstances.
Afterwards, we gave Golanski the go ahaed to start yet another diplomatic talks with yourselves, and in those he clearly stated that we do not want you in Delta for a little while. But we had reports of your units passing THROUGH Delta and then to Zeta, and afterwards to Iota, just a few days ago. Our 141 Commander Davids provided us all of it with guncam shots and a nice commentary to go with those.
Lo and behold! We see just another one of yours coming close to us in Delta, as we are fighting Kempeitai and a Hentai Iseijin or something. Who do you think we are, seriously? DO we look like someones you can screw around with and hope to get away unscathed? Did that gathering in front of your home yesterday give you an impression like that?
We've heard that you may have some problems with the organization of your units. Certain ones like Locutus will scream on and cause problems, while some others will not be aware of our deals together and cause headaches... We can understand that, but it doesn't help much, as you get a hit on reliability.
As you can see from my side, I provided you an honest picture of what myself and my agents think about this whole mess. I am sure you have a version of yours. Though, you've probably also realized that knowing my side of things will not even help when we go about solving our problems at all. In the end, you are a robot, and I am a human, and you can't even drink a glass of whiskey I can offer you.
The Overwatch have discussed on this for a night long, and we decided on a course of action which might help both parties in the long run. We realize that our organizations have to be kept seperated from each others as much as needed until things settle down, and we also want to take some precautions against the threats you may come to pose. Here's our suggestion:
The AI Consensus will be granted access to Omicron Delta, with the exception of Omicron Zeta hole and 15k range around it. We know that you may need the Port in Delta to supply yourselves, and your fighting capable vessels to protect your trade convoys.
The AI Consensus will not take part in any operations against the nomads, whether it is killing them, gathering their remains and technology, or doing research on them. Currently, we simply can't trust you enough to even trust our enemies to you. You are to stay out of the Nomad Worlds, and away from anything nomad. Unless of course, if it's self defence of your assets, your units and your friends.
AI Consensus Command Unit, the base in front of your planet. It will not be upgraded to level two until further notice, and you'll not build another in Kappa, in Omicron Delta, in Omicron Lost, and in any other systems close to our Influenced sectors, which means one or two systems away as we deem necessary. Those influenced systems are Omicron Mu, Omicron Zeta, Omicron Minor, Alaska, Omicron 100, Omicron-92 and Tohoku.
You'll not enter Omicron Mu, Omicron Zeta, Omicron Minor, Alaska, Omicron 100, Omicron-92 and Tohoku.
Oh yes, mandatory. Stay away from the Bounty Hunters, and their Core version. Taking part in any operations with them, having any kind of deals with them will be direct infringements of our mutual efforts to normalize our relations.
We are aware of certain upstart organizations in the Omicrons. They are usually some intelligence branches of some houses, and they are in direct opposition to us. You should be staying away from them as well, as conspiring with them will be totally against our mutual efforts to normalize our relations.
Certain points in our suggestion above can be altered in the future, softened or removed as we finally start to get along, so don't worry. But right now, they are non-negotiable.
You have to be aware that our relations have come to a point where it's about to be totally severed and war will be declared. Our first target will be your base in your home, and then the rest of your operations anywhere close to us.
So it can't be any worse than this. You'll choose if we go to war, or if we will calm down a bit and hope time will solve our differences.
You are recognised as the commanding units of the "Order" forces. "I" was "elected" to speak with you, as it was logical that you would feel "comfortable" speaking to an AI, created by "your kind", that being, "Humans". This "base building spree" you "speak" of, will be explained momentarily. For now, "I" will adress your points individually. You will be correct in this point in "assuming" that we cannot agree with some points, as they will conflict with other points made by "yourself".

-This "seems" illogical. We are not at risk of infection, as even your "Agents" are. It seems logical that "AI" would research for the Order, as it deems "safer" for AI to control. We would note, however, that all research gained would be shared "exclusively" with the Order, as the leading units in Nomad Control and the saving of humanity. Research "aside", we do agree to these points. This will, "however", be restricted to the Consensus' Research and Intelligence Vessels only.

As you mentioned yourself, we do have some issues in units following Consensus guidelines. The purpose of our base is the long range transmission of data, to be shared between Consensus constructs, in terms of "repairing" the problems you mentioned. The "base", or Relay Station as it is "better" known, is not complete. If you restrict the growth of our station, you ask for more of these "hiccups". We will continue to upgrade our own station, as you would with yours. That is our space, and we are not Order constructs. It should be noted however, that until such time that relations seem "warmer", we will "restrain" from building weapon platforms.

-The Consensus is not, and will never be, a part of "your" conflicts. "We" kindly ask that you "keep us out of it". "We" ask you not drag us into the "Core-Order" conflicts. We are not a part of this war and "refuse" to take sides in it. The "nomads" are a larger threat to all, and "we" will direct "our" "attention" to the greater threat.

-The same point as above applies. "We" do not wish to be "dragged" into your problems with the houses. Some of the necessary materials we require for our station, "we" collect from the houses. "We" cannot "alienate" them, as this is "extremely" illogical.
The points made above are made in the hope that "you" "see" the reasoning behind the illogical "nature" of your points. "I" have made clear the point's why we cannot agree to your terms. "We" are not Order units, as such, we cannot follow completely the ruling you have laid out for "us". "I" have made clear the points that you gave, and their problems presented to us. "We" hope that this can be used to create something more "agreeable", and something that will allow the consensus to begin "repairing" the units at "fault", and the "infringements" will be "rectified". Make note, we have no quarrel with the Order, but do not wish to be a part of the Order's conflicts, wars and problems. We leave the points made to be interpreted by you, as it is the Order that has a "problem" with Consensus units.

This is Constantine, again.
Greetings, Unit, glad that you could give me an answer finally. Though I must say it wasn't an answer we were waiting for, it wasn't an answer fitting to this dire situation either. In fact, it was an answer against the very spirit of the situation.
Now I have to be even more plain with what I want, and reply to your wrongly placed accusations which just make me lose hope in a peaceful coexistence more and more.
First of all, remember that all our requests are only temporary, they will be in effect until our relations normalize. Also, you may not be 'Order Units', but you still have to step in accordance to our red lines, because otherwise we have no choice but to declare war. It's the honest reality, and seriously, if you do not follow them, we'd get more damage than actually going to war with you, so it'd be in our better interests to go to war rather than argue with you.
Let's start again with our suggestions you had problems with.

This should have been obvious to you, if you had any knowledge about who we are and what we do. Let me introduce ourselves, in any case.
We are the Order. We have been gathered together to fight the nomad menace and to protect humanity from their influence. It especially includes not allowing any nomad tech to anyone else who may abuse that power for their own gains.
Those that may abuse that power include you, and everyone else. NOBODY can do nomad research, do you get it? We are formed to fight those who do research on nomads, and allowing you to do that kind of thing would be against our very own nature. You want from us what we can't allow you to.

Yeah, this might be a problem as I know you want to continue the construction of that base. We've carefully discussed on this point, knowing how much you love your bases.
But currently, as we are discussing whether we go to war or not, when the outcome of our discussions, and even afterwards of it, simply when everything is in doubt, there is no way we can allow you to build a base that can easily be turned into a rather troublesome weapons platform. Remember that this is only temporary, and it will change soon enough, as soon as my agents and several members of the Overwatch lose their bloodlust.
Please make sure your units are kept in control, just like I try to keep mine under control without bases and weapons platforms.

Your answer to these are what concerns me the most. Honestly, it even insults me. I get close to just give up hope in trying to get some sense into you.
It is rather obvious from what's written there that we are not trying to drag you into something, rather it's that we are trying to keep you away from stuff that you've ALREADY become part of in the past.
Read our history again, what I said in our first transmission. You've made deals with the Core, and you've shot at my agents. A few of our vessels were lost in an engagement you started in defence of Core, a few of our agents and an Osiris full of crew have lost their lives. You have become part of this a long time ago. And here, you are blaming me for all of it.
To make it simple to you, if you deal with the Core and the House Intelligence Departments, it's not going to work for us at all. If you conspire against us with them, and if we find out about it, we'll do our best so you properly pay for it. It should be totally logical, actually.
So choose, would you rather alienate a proper fleet like ours with a constant watch over your planet, or a far away and nearly nonexistent Kempeitai? You can make deals with their house corporations for supplies, no problem, but we know that everything those Intelligence Organizations would request from you would be totally against our interests. Think about it in depth... you can obviously give them nothing besides things that'd hurt us.
In short, the Overwatch did not make any alterations on our requests from you, as we said we would not in our first transmission. It's either take or leave, peace or war, here. I think I've made sure to make our side clear enough, already. Refusing these points will be worse than declaring war on you for us, so in that case it'd be a lot more logical for us to go to war.
A human statement will be apt here. "Lets get straight to the point".

-The Consensus has changed to agreeance on this, with the reminder that in future we would do our own, all results shared exclusively with Order. Any and all Units violating that ruling in future would be immediatly shut down. Make "note" of that, for the Consensus will "ask" in future.

"We" do agree however, but we shall not take any responsibility for units claiming to work with Core. This is something to upgrade our base for, so any and all claims will be "your own fault". This shall apply to as many units as possible, but we cannot upgrade all.

We note that your faulty units may still cause problems, but we will be helpful to you and report their behaviour to you whenever we find any of them. We'd still be happy if you kept a tight watch over them, however, as it is your duty as an organization. We strongly suggest that you don't allow this kind of thing to get out of hand, as it will keep on causing problems for you and everyone having any contact with you.
From now on, we should use this channel for every discussions we do about our deals together, in order to keep it all organized and easily accessible to both your units and my agents. This will minimize the confusion...
Let's give a rest for everything now and do our part and cool down until our next meeting.
In light of recent events and with cooling down relationship between our two factions we have opportunity to engage in talk concerning you and liberation of neighbouring star system Omicron 74. Primary concerns are safety of your installation which I am willing to lift sanctions from to allow you increase fortifications together with establishing common answer to so called "Zoner Alliance" evergrowing agression towards rest of Sirius.
Admiral Golanski, your message "reminds" us of the emotion you call "shock". This, we "think", is the correct usage of this terminology, but a "welcome shock". For record, make clear what points have been lifted, and what points have been "relaxed" slightly. Your proposition intrigues the units of the Consensus, and we are close to agreeing with such points you are willing to lift. Clarification could change our "mind" appropriately.
Actions of the mentioned "Zoner Alliance" do not match database records concerning "Zoners" as a whole. The data we have collected from various "transmissions" and data-bursts is that they are effectively "declaring war" on their own "brothers and sisters" of the Zoners known as "Phoenix". This is a threat to humanity, not something the Consensus stands for. Commanding units are interested to know what you have in mind concerning this "Zoner Alliance".
Data-bursts "I" have recieved indicate we have moved on "Zoner Alliance" ships already, as part of the "Station Deconstruction Effort". This is the first "step" towards "warmer" relations Admiral. A logical and productive deal.
Feel free to upgrade your base. We recognize this is good time to improve your own defences within Omicron Kappa. Travel restrictions are still in place however Order Overwatch assumes it is negotiable in current time should you want after we deal with matters at hand.
I am not in shock, however my transmission may be different... I do not know. However I seek to restore original status within galactic south of Omicrons - original ban had its purpose fulfilled and it has been exhausted. New times need different actions.
