My name is Ray Carter. I am working with my close friend and colleague - John Galliano. We are a part of DSE.
We, along with our followers and workers from Denver and Texas are planning on building a base in Liberty space.
Location
We are planning to deploy our base near Detroit Munitions, New York system.
It has come to out atention that Detroit Munition has recently been attacked a number of times by different outlaw parties.
We have chosen that location because it helps up fulfill a number of goals.
Goals
The base, being in close proximity to Detroit Munitions, will provide additional protection for both stations.
We hope that wil put an end to the raids.
Also, the base will act as a prodiction facility and trade center.
We plan on constructing and selling both light and heavy equipement, and selling them to Liberty forces.
Modules
The first modules we are planning to build on the base are the following:
- 1x Shield Generator
- 1x Cargo Module
- 1x Defence Platform
After those modules are constructed and operational, we will build some of the following modules:
The basic Personnel, upkeeping the base, will consist anywhere from 200 to 400 people.
Additionally, there will be security and engineers.
Affiliation
The base will be affiliated with Deep Space Engineering.
After the base defence is up and running, the docks will be open to Liberty forces and civilians.
Terms and Agreements
We have read and agreed with Liberty's Laws, regarding base ownership.
We have agreed to pay the monthly fee.

Hello there Mr. Wicks, I'm John Galliano, the other owner of the bsse. Sorry for not mentioning the name in the first transmission. The name of the base will be Avallon Station.
The Government is inclined to accept your request, but before we proceed, we would like some more information about your group. Do you and your colleagues use some kind of common identification tag on your ships? Additionally, we would like you to provide more specific details about the types of equipment you intend to manufacture on this base.
Furthermore, as the base is in close proximity to a non-DSE corporate facility, you must contact the owners of Detroit Munitions - that is, Ageira Technologies - to gain their consent to initiate construction. You must ensure that your modular base and any of its attendant modules and defense platform do not in any way obstruct access to Detroit's mooring facilities or otherwise conflict with the base's operations. We recommend not building any closer than 3k to Detroit and the nearest Trade Lane ring.
As far as security is concerned, your base must broadcast a DSE IFF at all times or face serious legal repercussions. Docking permission must be granted at all times for members of the Liberty Forces Primary Fleets.
The monthly fee for a Level 1 base in Zone 1 is 60,000,000 SC per month, payable to Ferris.Dufresne. Should you accept these conditions and receive Ageira's consent, the first charge will be for the month of June.

Thank you for reminding me. Our ships use DSE identification and tag.
As for manufacture manufacturing, that will come later on. Thats why I didn't mention it in my original transmission. We will like to manufacture Docking Modules, with the given permission, of course.
The base will be constructed 3.0 km - 3.5 km from Detroid Munitions and 3.0 km - 3.5 km from the nearest trade lane ring. Also, the base's weapon platforms will be placed not closer than 3.0 km from Detroid Munitions and the nearest trade tane ting Ageira has agreed to that.
The base will be tagged as DSE and will not allow unlawful ships to dock. Additionaly, Liberty Forces ships will have access at all times.
All our construction materials are gathered and we are waiting for a green light to deploy the instalation.
The first monthly fee of 60,000,000 SC will be send as soon as the base is deployed.
Those arrangements are all very well and good, but I just got off the line with one of Ageira's Directors. He told me that he hadn't been informed about DSE wanting to install a new facility next to Detroit, but didn't sound particularly opposed to the idea either. I strongly recommend that you open up a Comms line with them, to smooth things over first.
In the meantime, I am completing the relevant paperwork to have your base approved. It should be finished shortly, though I'm sure that confirmation from an Ageira director would certainly expedite the process.
