I have a Pirate Transport, and I feel a little silly running around with level 5 guns. Are there transport turrets sold at any unlawful base allied with the Rogues?
Pirate transport turrets would indeed be rather interesting.Class 7, I mean.
It would make sense since smuggling is as popular as trading, if not more.

Slaveliner turrets? I think you can get those where you get the Slaveliner, but they really suck compared to the generic transport turrets -- they look and sound kool though
Too hard you say? It's a simple matter of re-using already existing weapons, retuning them, and possibly giving them a different effect and then figuring out where they should be sold.
I'm a big fan of the baddies in the game, but you have to stop to consider... There are 3 if not 5 times more stuff for good guys than bad guys. There are what, four major houses in this mod for the good guys? Sub-Divided between their navies, police, and then the good guy corporations.
On the flip side there are what... Two major bad guys. Outcast and Corsair. Then a handful of smaller bad guys trying to fit in a good guy world because they just don't have their own areas, rather they have little pea shooter bases on the outskirts of the good guys.
In my opinion I think it would be nice to see some major turn overs in the game role play and territory wise. Like possibly Outcasts actually defeat a cheap corporation like IMG and finally pwn the Taus? Come on, we got shipyards and battleships. They got transports and fighter escorts. You don't think that possibly by 10 years of screwing them over in the Taus they might just pack up shop and move to safer territory?

The above is commonly known as irony or satire. Using other people's arguments in a whimsical way to show their flaws.
I'd support unlawful transport turrets. Type 3s with buffed damage output, increased power draw and a snazzy projectile would fit the bill.
