Sounds like you're creating more or less a mercenary force who are outcast-based. Interesting idea, but within Tau 23 and Sigma 13, you're likely going to end up pirating more then anything else. This faction makes a hell of a lot more sense then that "Balkan" nation you referenced to a few days ago. (I'm assuming that Bulldog character in a Kusari Explorer GB was you, if not, disregard).
Smugglers could do with some protection, if they are interested in that kind of RP (right now, agressive IMG and CR folk basically have free reign once they halt a Cardi transport in T23, not sure about Sig13).
Don't expect a warm welcome in either system. Both IMG's defenders combined with CR, and GMG forces in Sig 13, don't shy to engage Outcasts en-masse (because Outcasts tend to do the same). They are PvP heavy systems. Also:

I involved Sigma 13 and Tau 23 as systems that lead to Omricon Alpha, and both systems have bases where outcasts can land to refil and re-arm. You can look at it as a outposts. The real "gates" will be guarded in Omricon Beta and Tau 37. And I'm mostly talking about smuggler routes and entrance. Sigma 13 and Tau 23 are systems where smugglers find hard time passing. Not to mention house systems.
Pirating will not be allowed, since +U has clear financial income. In RP taxing will be referd as low level tasks, and our members will not commit those since they have high self respect.
+U will not go on raids with no meaning or purpose. organized attacked will be only in case there is strong CR or other force presence, that is interfering with cardi export.
The only base Outcasts can land and rearm in Sig 13 is the Junker depot. And if the outcasts start basing attacks from there, or flee there when attacked, I think the Junker Congress might take issue to them drawing too much undue attention there. Still, a non-piracy unlawful faction in those systems... it will be hard to maintain that. You might get bored pretty quick.

We do not intend to launch attacks at all. We seek to protect smugglers that pass by those areas. Protecting smugglers means protecting our business, so as long no one interfere with them, we are all cool.
When smuggler is leaving Alpha, our ships escort them to Sigma 13, and no further. Then our ships dock Yanagi to re-arm and re-fuel, and few drinks in the bar. Then start our way back.
As for using Yanagi depot... if this concept becomes a reality, communication with junkers will be opened, and formal request to use Yanagi will be made.
