Is it reasonable to use the chat(Y) screen to set up embargos and bounties?
I have recently been stopped by a tagged corsair who said that as he had "Seen you in Alpha so you are not welcome here". He even taxed me (which I paid grudgingly). He has never SEEN me in Alpha. I am sure of that. After all, what would the Outcasts be doing with a tagged corsair floating around Malta?
They wouldn't be letting him roam around scanning traders. At least, I don't think so.
This has also happened elsewhere now and to a few other people I know. Bounties are being offered in some cases. Not just docking rights for traders.
Bearing in mind that I may have been trading in Alpha, or just about anywhere else at some time, is this kind of thing right?
This is happening, so far at unlawful bases but if this is ok, is it ok for the Liberty law enforcers to KOS/Fine anyone they have seen in Alaska on the chat screen?
How about a week later?
What about Bretonians who see a trader in Kusari or vice versa?
GMG who see traders in Rheinland?
Bounty Hunters will love this idea. Almost every trader wll be illegal at some point to someone at sometime.
The list goes on.
I just don't see this use of the chat screen facility as a very good RP tool.
I see it as a way of saying 'Hi' to someone you know who you are unlikely to pass in-game. Seeing who's on, and where. Where your next target might be or where you don't want to go. Who you can catch and where. Not who you can't catch so you can set up a catch all policy. It just seems a bit lame to me, sorry.
Anyway, I was just wondering if I was in the minority or not. Opinions ladies and gents please...
No, this is not reasonable. In RP, such a device would never exist.
However, that does not mean the chat screen that shows the location of all players cannot be used. For example, if the Liberty Lawfuls saw that someone was in Alaska, they could easily state that Prison Station ______ reports a intruder or something similar.
However, simply using the chat screen as evidence is OORP. Using it to find people is ok, but should not be used as solid evidence of actually being in said system.

I RP the chat screen as being some kind of long range sensors (as I believe most people do), however, I restrict it's use to when I'm near a friendly base, and only check systems in my ZoI, marking everyone else as "off scanners".
This actually came to mind not long ago, when considering smugglers...the Liberty lawfuls can just watch every trader coming from Omicron Alpha through the Taus...and so on, stake out the jump holes...and, bam, no more smuggling...whoopsie, we killed the Outcasts...
On the other hand, it is entirely reasonale to assume that NPCs within a system would give reports about activity in that system to the relevant players. In the example, however, there are no Corsair NPCs in O-Alpha, and, as such, no way for intelligence to reach a Corsair player.
The screen surely can be used, even in RP...But not like that. Stopping people, telling them " Ive seen you in XXX, now pay" is indeed ridiculous. Especially when Corsairs seays he/she saw someone in Alpha... I doubt Corsairs have patrols in Alpha who can report it.
I buy things I don't want to make an impression on people I don't like.

Or the fact that Zone-21 is crawling with Naval Patrols, Listening Posts and etc etc...
