Well basically, a rogue is in Cali...the scanners that the hackers set up tell him a LN has entered the system (well, chatlist) Is the player considered feeling by relocating to another system while the LN stays in Cali, and can return if he leaves, considering the fact that the two ships never met, never opened fire, only taunted each other?

Engagement only applies if shots are exchanged from one or both parties. If there is no engagement, then you're not 'fleeing' in terms of the engagement rules
the only problem i have with firing a cd to start a engagement, is when you fire one at a trader, so if the person tries to escape through the jh ahead of him, it means you have fled, but you can still engage the person on the side you went into.

Infact, a CD has to be fired or the shield of one or both parties has to be dropped bellow 50%.
Traders are exempt from the four hour rule, although they'd be daft to run by the pirates that have just blown them up, as they're bound to get pirated/blown up again.
