There are no level 10 civilian guns for one reason that stands out way more than others. If CODENAMES and Civilian level 10 guns that were better than most class 9s were created. Then everyone would use them as opposed to useing thiere faction level 9 guns. So basically the way things are now helps to encourage veriety in weapon loadouts.

Civilian weapons are just that...CIVILIAN.

IE, not really prone to using high-grade military hardware. Like the Class9 guns that factions have. To be used by faction players. As opposed to civilian weapons. That are to be used by Civilians.
Now, please argue that "Civilian line weapons and ships are used by corporations, how are we corporate types to protect ourselves?"
Class9 Flashpoints and Imp Debilitators are just fine for corporations. I had a Spatial with a full civvie loadout (even had a Hornet CD instead of a SuperNova) and it held it's own just fine. Same for an Eagle.
Asking for more/bigger pewpew is the creation of an arms race, which is how groups like the Blood Dragons end up with battleships. If I see a Planetform Juggernaut floating around, I'm quitting...

Class 10 guns for every factions has already been discussed enough and denied. I remember the reason that it would cause too much traffic to have unnecessarily more guns. (Silent already stated that noone would stick to class 9, except the first two slots.)
A civilian gun with lower refire rate would have to be a class 9, like the Magma hammer IV and the firekiss II, me thinks. but if you introduce them for the civilians you would have to introduce them for the Dragons, Rogues, Junkers and GMG too (did I miss someone who has only 8.33s?) which I think would again increase the data. And if it would start with those factions every faction would like to have the other refire rates too. It wont work to make them only for one "faction".
