What, no. Use caps if you want. That is a very 2013 way of thinking about it.
Ideally stick to one Freeport than trying to administrate all of them. Each have their own political rifts and sways. Eg Corsairs have more control over the theta ones.

Then we get down to the RP side of things. First off, don't even think that the amount of in game ship's will count for anything should you try to get involved with plot. Zoner's are viewed as pacafists, ones who shouldn't have capitol ship's and other groups will take issue with you fielding capitol ships in what they consider their space.
As someone who tried to enforce NFZ and Zoner law's for years, as OSI Security Lead, then the Confederation of Freeports Leader and then as part of Velvet, the reason Velvet and myself essentially gave up is because of the amount of OOC and IC drama that was caused by those abusing it and the fact alot of Zoner players are not PvPers so we would get out played and couldn't enforce the NFZs at times,. The biggest reason of all was a chat i had with a Story Dev who essentially told me that Freeport Administrator's actually have no power over the NPC stations such as Freeports. So i made the decision that the only stations we would actively protect are our own POBs.
A Zoner Defense Fleet is a taboo in the server. If you REALLY want to try this, keep to using Snub craft and maybe gunboats because I guarantee the use of Capitol's will be your down fall.
I'm sorry that you feel that way, Aazalot, but this is something I've been considering doing since I came back and I want to give it a good go. Even if I wind up being the only one in the faction and it remains as an unofficial faction, then that's what I'll do. If it fails, you can say that you told me so. If I succeed, then I have nothing to lose. Either way it's fun for me. I get to RP and have a fun time. For me, it's a win/win. Also, I tend not to get sucked into drama nor let someone elses anger at me upset me. I'm here to enjoy myself, and this is something that I enjoy.

You can get around the rename timer by moving them between accounts. A little tedious, but at least you don't have to wait the two(?) weeks.

Velvet camping FP11 was a great RP presence at the very least and is missed, game will only benefit from all freeports having someone like that?
Velvet "camping" was just one guy AFKing for time because no one else cared enough to log Velvet 0.01s after faction became official, you are not using the best sample of NFZ "gameplay" around.

2.6 Completely overhauled the Zoner Law section to closer reflect the Zoner Freeport Network laws.

Going to be bringing this back in a very limited capacity (to start). Mostly because I want to play my Zoners again and have a purpose for them instead of just pew pewing Nomads in the Omicrons.
Lessons learned over the past year or so being back concerning the climate of Discovery and it's community has given me some insight moving forward. Feel free to continue to critique and give feedback. The more that I get concerning this the better off it will be run and grow over time.

I would suggest taking a different approach to Zoners acting as a defence fleet. Instead of being a main, representatives body (which the Zoners themselves don't have in lore; all FPs have their own council so they're sorta like mini-Houses), you could try and set up a smaller, more niche, group of Zoners, based off of a certain Freeport. Obviously, this comes at the cost of losing your freedom to move around and do everything, but in return you can have a really interesting group set up.
Take, for example, FP14 (Inverness) Zoners. You'd be able to juggle diplomacy with Bretonia, Crayter, Auxo, Liberty and many other corps to remain a "regional" power. In turn, your group can get many benefits out of this.
Another example is Ames, in Kepler, where you've got Xenos, Liberty, Kusari and many other groups all meeting together. And the list goes on.
