Cerbs got a ROF of 2 and make 6000 hull damage per hit.
And for the rapid firing capital missiles, like Sindrom said, it would create lag for no reason.
What would be the use of it exactly? Blowing up gunboats? Appart from that, bigger stuff is easy to hit with guns and you arent supposed to be efficient against bombers nor fighters.
But your stuff about ammo could bring an other debate which is to add ammo to GB missiles to reduce spam.

rapid refire ammo using shortrange missiles for caps.
they would have large energy usage, and take ammo, but would deal an amount of damage similer to LM's and morters respectively.
their tracking would need to be low to keep them from being used effectivly against fighters.
any comments on this idea?
I can't see anyone using this if it was implemented as it is less expensive to just buy a gun without ammo then have to stock up on missiles every time a bomber horde destroys you.
