restart your modem. this might fix everything if your modem has been working non-stop for days (Heat can cause some trouble with connexion(you wont really feel it when in game)).
Ok I uninstalled Norton and lo and behold FL started to work again. Looks like I'm going to have to do some more research and find out why Norton hates FL. Thanks for the input.

Sorry to resurrect this thread from the dead... but I'm having the same problem as described here, but none of the fixes work or apply to me.
Anytime I try to click on any FL server, I get the "This is taking an unusually long time" message followed by the "can't connect message.
I don't have Norton, I'm running AVG anti-virus but I'm NOT using any of their firewall/internet security software, and Freelancer is allowed by windows Firewall. I have restarted my modem and router, still nothing.
Any ideas for me to try, I'm really excited to try out the Discovery-RP server, but I can't join :O
Try to restart your modem every 24 hours, wait 45 second before replugging the power.

EDIT: OHHH. Umm try to reinstall FL and the mod,,,Check via an other game if your internet is stable... I really dunno what to do for ya,,, maybe I have the same problem here too, haven't restarted my modem yet,,, to busy doing other things
AV is one of the worst problems we have. DBoy is supposed to have a list of bad AV programs somewhere.
