unless you can actually role play the situation and get the other lawful group to accept that it is just business and not a vendetta against their way of life or something stupid

Can an unlawful bounty another unlawful? Of course, unlawful dudes have their own enemies too.
I mean, a Zoner bountied another Zoner before without problem (well, IRPly there was but that doesnt really matter considering /renameme.)
Yet i guess there are whole factions when lawful can't bounty another lawful: no matter what involved RP is, i don't think that military/police officers could bounty anyone, as long as they are indeed active, on-duty officers of these factions. Because these factions (and all their members on a personal level) are, imho, expected to deal with any "problem" by themselves (as a whole faction, if so required). Hiring "outsiders" to do their own primary-duty job seem to be highly unnatural. In real life, we see some private companies doing various tasks for police and military, however when it's about applying deadly force, laws always restrict it to police/military themselves. I even think that going against this should automatically place bounty author into "criminal" state (inRP as well as IRL), even.
