I think this stereotype has more to do with the "no speek englis. U rus???" indies that float around then it does with the RP abilities of the official factions. Generally, you can expect at least the ability to communicate from official faction members.

As Markus_Janus pointed out, it's probably because of our own insecurities we label others as inferior.
I'd really like whole community to drop such stereotypes and hold others as equal, but sadly that is deep within human nature to try an be better than others.
Sadly many substitutes indies as lolwhuts, mainly pointin out LNS, Corsair and OC indies. Which is wrong.
Also, got to run. Grr.
But then asks the question why doesn't these people join the Official Factions?
Is it because the RP is tied up, or because being unofficial they can do what the hell they want.. which makes the Official Factions want to control them..
There are many reasons why an indy will choose to be so.
It could be any of these.
Not enough time to devote to one character.
Doesn't like the people who run official faction.
Doesn't agree with the direction taken by the official faction.
Prefers being indy.
Doesn't want the responsibility of representing the official faction.
Want to enjoy the game instead of playing paper work.
