Middle of the road approach - make POB daily consumption rates decrease, and make turret require repair commodities like Armaments. This way, new feature can be added without over-burdening POB owners.
POB's generate activity, but it's in most cases bad/solo activity. Think about it, when someone has a window of 30-60 minutes to play the game and it is absolutely vital that their base is supplied as it might perish otherwise, how happy is that person going to be about interactions and slowdowns of any kind, seeing that there is a lot of manhours at risk rather than just pixel credits? How much fun is it going to be for the person interacting with the base grinder? POB and POB grind are terrible dynamics to introduce to the mod, at least in the form they are in now.
I'd rather that POB's took a lot less effort to maintain in terms of FOW, that they maybe consumed credits (wages for staff etc.), and that they were a lot easier to destroy. Maybe add a greeting message, so that when you are in the vicinity of 5-10K, the base will write some text stating who operates it, what it is about and warn you that you are about to get solaris'ed. POB's should be a means, not an end. If you take an MMO tiered view of things, POB's are the "endgame" themselves - not the tasks or roleplay they allegedly create - and that's kinda problematic in a non-solo game.
Maybe add a few different types of bases, eg. a borderstation with weapon platforms but no means of production, a production facility with no weapon platforms and so on, so that the base operator would have to make choices rather than build their multi-purpopse ultra attack-prone impenetrable fortresses of doom. Or even better, remove them all.
