Well there is a mods section, like for GMod 9, Synergy, etc. Plus wouldn't they need Microsoft's permission to put Freelancer up?
years ago, when i was a few years younger, i played on disco and got banned -.- i made mass chaos by screaming and spamming because i was mas and angry at everyone in Pennsylvanian telling me to leave the system after dying... i got pursued by so many players and indeed as i said, a chaos it was simply because i didn't knew that these were the rules... at that age, the rules were and are still tooo long to read, quite boring i agree regarding RP. i highly recommend One Big Video Teaching all rules and RP stuff, with bulk examples of RP phrases. ignorance of rules makes new people to server get banned. i personally don't RP always in private messages in the game. after submitting this post, i hope i don't get a free trip to Bastille i heard it's dark.
so, my solution:
1-make educational vid to teach about the vid. with ALL necessary info to not break any rule, with Examples. Because: i'd watch a 7 Mins Vid Rather than Reading rules for 7 Mins, i believe many other are like me, it's simply "laziness"
2-after step one. now you may call people to come.
3-without stop one. newbies will continue to get banned.
4-now advertise...
notes: the mod can get extra contributions from newbies for server rental/running money from in-game purchase of stuff that have no effect on the game play. example: paint your ship. in condition it looks suitable for RP. another example: one can purchase "full map". instead of going to each system, i pay real cash to get a fully explored nav map (without wrecks). if we set to think, ideas will come. people call it brainstorming sorry i couldn't help not thinking in money xD
i really really recommend the dev team to contact crossfire dev team to get their graphics secrets

With all the offers available today, who but the most masochistic (or anal retentive, for that matter) would feel enticed or welcomed to join a game or community where you'd have to submit to that kind of stuff before even joining? Only to realize that the game kinda sucks, when they are allowed to play?
I don't think I've ever broken the rules as such, except for one time where I F1'd in Dublin, and generally "don't be a dick" covers it all at first glance.
The problem is that the intricacy rules gladly offer themselves to sanctionlancing. More or less every time I fly, someone breaks some rule against me and I can't be bothered reporting. Most people can't be bothered reporting, before they develop some sort of oorp grudge against the people they report.
The rules and sanctions are used as a tool by players, and staff willingly go along with it, seemingly believing that they are upholding server justice, when really they are just tools of vengeance. Of course, they only see one side - the submitted reports - but still it's kinda disappointing that they are seemingly so out of touch.
A more lenient approach towards violations, a less judgemental approach to people that do not have English as their first language (really, the forum and community always had a huge problem handling that issue, jumping to conclusions and judging) and generally using sanctions as a pedagogical device to further improve desired player behavior, rather than flat out punishments. Most vets that take a sanction go "sure, just take it off one of my 15 CAU8 caps" because they know a sanction is just that - an empty punishment with no real aim. Most people that succesfully get a sanction through on another player think "haha gotcha", and really that's so wrong.

by the way, there is nothing wrong in updating the rules... why not rethink some rules which were found to be not very useful and only limiting the gameplay. some rules are effective and keeping the RP as wanted. but i mean there might be some "not very effective" rules.
also, regarding the vid. it starts by teasing and exciting the viewer/watcher. then begins as a beginner tutorial to fly and introduce "jobs" (i.e. pirate or trader) and welcomes him and then introduces rules to him. (can be changed/edited, it's currently just a suggested idea)
