That's not how it works. You just have to see the drama that happens whenever the three Zoner official factions have to agree on something. Each official faction representing an NPC faction technically have equal say.
In the current case, if the 5th is approved for officialty, they'll have equal say in Liberty Navy matters. Lib Gov is a different story.

The 5th came about just after/shortly before the 41st died. I don't think the 41st and the 5th had very much interaction at all. I suppose it was great timing because SFC were slowly dieing as well so we needed a replacement group.

Towards [LN] we would react as now. We worked with them many times and to be honest my idea since i imagined this faction was to work with them as equal partners.
Regarding the Bretonian tech. Well actually the first plan was that using Bretonian technology would require premission from BAF| and special premission from the 5thHC. THat was our first idea. But since no one ever wanted to use it we just gonna remove that part.
Well boys, looks like the time finally came. When you started out, people dismissed you for another 'We made our own group to fly caps because you can't in LN' esque LNS group. Kinda like SFC, but not with the same standard of RP. As the time went on your more or less heavily stumbled your way through the stumble, much to the irritance of the community. Then you decided to wise up and change. You ditched your lolwutty clothes and donned proper uniforms. You started interacting with the players around you more and acting more like a faction, rather than just a bunch of guys flying LNS caps. Sure, there was the base drama with Spire which seriously pissed me off personally and annoyed a whole load of other people, but I forgave you for that since you were more or less used by a certain community member as his tools of destruction.
Generally you guys did nicely, but unless I missed something it feels like you suddenly did a 180 degree flip on your atttiude to pvp. Seriously, why all the cap feeding to snubs? I hate to whine but you're just curbstomping the fun out of pvping with you people. On my own faction (Core|) I've been down that route and let me tell you it really doesn't make your neighbors happy bunnies. Do you have no regard for the other side's enjoyment? Sure, they might gank you. I guess you can just gank them back since it's part of the game. However walling someone with something like capfeeding is just really low. And even if you do gank, it doesn't hurt now and again to offer fair fights to your enemies. A little love goes a long way.
I'll close with your influence on indies. Don't get me wrong, I'm glad you're influencing them. I'm not really all that salty that you might have more influence than [LN] does, and it's always good to see capable people going out and establishing order. My only concern is that you're going to teach them the problems I mentioned above and put the idea in their mind that cap feeeding and poor play in pvp is a good thing.
Ah, a few smaller other things:
Proper English could be placed in the line "assist Bretonia and Liberty till Bretonia can regains its territory from the Gallic crown". It's not important but generally looks better.
"could detect clocked vessels. " another spelling error.
"The modified Thor bomber, with an arsenal of 15 Supernova Antimatter Cannons" That didn't exist in lore.
"But where were the Liberty Navy Primary Fleet? Nowhere in sight." Lines like this are a big no-no on faction information threads. It just promotes bad blood and generally looks like you're trying to be spiteful.
" ... This is what would be later on known as the Liberty Navy 5th Fleet. They did not have a whole army only a few battleships some cruisers and fighters, and their rescources where decreasing, still they where the last symbol of hope for Liberty. ..." Eh.... I dunno, biging yourselves up like that could come back and bite you in the butt. Your choice though.
Better recruitment might be a good idea also. Not [LN]-tier but your easiness is questionable.
You might want to specify your diplo a bit more rather than more or less going off the back of [LN]'s diplo.
Your goals are also phrased a bit oddly.
You lack a code of conduct but I guess that might not be necessary.
You also don't have permission for Bret equipment apparently?

Firstly, the same as we do already. Partners in protecting and serving Liberty.
Secondly, it's more like, "we can use it" as opposed to "we use it". Meaning that if someone wanted to use it, there would be appropriate measures for that..

It might have been a single unfortunate occassion which doesn't mean our attitude has changed. We do preach fair fights if opponents wishes to return the gesture. We also do try our best to keep capital ships at bay when there's snubcraft brawl going on. Again, sometimes we might slip up and make a bad decision, however, as previously said, we are all humans and we do make errors. We are open for improvement as long as it is a legit case.
