I have quite a good experience with FORPSI (a czech company), we have used server housing in there with no objections. Speaking of webhosting you have to buy 100MB packages for MySQL space so I fear it get's expensive soon. https://www.forpsi.com/webhosting/normal.php
Forgive me if this is a bit off. http://www.gbshosting.net/
They dont have specific pricings and info. I suggest contacting them for that info.
They also operate this. http://www.gbsdezign.com.
I found them reasonable. I dont know if they are what you are looking for off the top of my head but his business card states:
"Premium Webhosting solutions at affordable prices
From small brochure websites to large e-commerce solutions, GBS hosting can provide a premium solution to suit your needs - and your budget. Services include web hosting, domain registration, and SSL certificates."

I suggest going for a virtual dedicated server that has some guaranteed amount of memory and CPU quota. Multiple databases (as far as I know, I have not any actual experience in hosting a site the size of Disco) eat up a lot of memory and CPU, and are inefficient by nature. Really, on all those crappy shared services, there's only so much of resources you can use.
To be honest, the size of the community today (forum traffic etc) cannot be hosted on a shared service.
But anyway, if money is an issue, and you are still aiming for a shared hosting plan, I would recommend Network Solutions
Darn! If only I was 25 and had a more than decent paying job to buy a new computer that would have the sole purpose of supporting all those websites! (I would seriously do it too, 'cept I'm only 16 and have never had a job)
EDIT: How would one go about creating a hosting website?

The hardware resources of a typical home PC are barely enough, while you would not be able to get a Tier-1 backbone connection in your home. I estimate the sites would need a 5D/5U Mbps dedicated connection to support just the forums. Consider mod releases and the traffic of the web forums and you may need up to 10D/10U or more.
This doesn't have fantastico and the like but is great price, rock solid and tech support is wonderful--they are a huge company working mostly with international corporations but opened up personal hosting a few years back.
