Kambei, the time it takes for a mine to disapear can be changed as easily as you might hit a key on your keyboard. Coincidently, all it takes is to change 1 value, so hitting one key:P

example: bob is blind and cant hit anything buuuuut Linkus changed mines so now only what he need is spam whole area and just wait till someone make mistake... 10 minutes, 30 minutes... maybe 60 minutes?

A Mine layer ship, classed as a freighter/cruiser and launches 3 of these mines every 5 minutes. Or something along those lines.
You might argue that they could dump them infront of enemies quickly to kill them immediately but that would simply be suicide, and actually be in RP (A ship full of mines exploding, that would be a big boom).
Whack up the price of the ship to something respectable to it's power and suddenly it isn't so much of a OMGSPAM ship.
Basically, it can be done. It has been done. It works a charm. Balancing solves the issues about spamming etc.

i think that the ship should be a rhino size ship but with much better armor and stuff

Now the cap idea really takes off, so you could edit "cap mine" duration to longer. so during a standoff before a large fight each side would be laying down mines for example.
e.g a large OC force enters gamma(happens more oftem than u think:P) The sairs could drop mine between crete and theta JH in preperation for the fight. Which in RP seems quite possible. although the sairs might not hav a mine layer in their fleet, it does sound more like one of the main houses mility fleet vessles:P
If this were to be done as a shield buster (possibly with a CD effect of knocking you out of e-kill as well) that might be a fairly cool idea. However the potential for abuse is still high. The explosion radius of CD's is high enough as it is.
In terms of making it a hull buster, this would be something of a cheap-kill method. I'm not too fond of the idea.
