Liberty never had and never will have anything remotely like a Monarchy. Anywhere.
Bretonia has dealt with claimants to the throne before (not more than six months ago if I recall) and will respond to them again. With similar disproportionate force. The BAF do not take lightly to threats against the Queen, and trading hostile banter with the QCP is likely to leave the less secure among us in tears.
However, you would never get anywhere big without major (and lethal) resistance. In Bretonia, things snowball politically- change through force is repelled with greater force without hesitation and is doomed to failure. You would not get more than a few hundred people or more than a fraction of a station to your cause before being noticed, at which point your claims would be looked at and evaluated via due process, and if that didn't work out then you would be executed. Publicly. And as Carina so eloquently asked for with the last such upstart, the flesh attached to each of your bones would be separated and a few pieces would be left outside every tradelane and base in Bretonia to remind others what happens to traitors.
In short, your concept is just silly to try in Liberty and while it might be taken seriously in Bretonia if written well, you would have one helluva fight before you- both in the political and military battlefields. Can you stand up to LeMaitre, Unseelie, Dieter Sprockets, bluntpencil, etc in the RP arena? And can you stand up to the unrelenting might of an aggravated BAF battlefleet that has plenty of combat experience?
Best guess points to "no" on both counts.
Such a move in Kusari would be like in Bretonia, except you would be assassinated about twenty minutes after someone mentioned you thought you had a claim to the throne in a public area. The Hogosha are quite good at what they do, and in such a matter might get support from their enemies- unless you claim to be a descendant of Shogun Hideyoshi, in which case you're basically a normal Blood Dragon.
Don't even think about it in Rheinland. There is not a single soul there who wants to see the Empire restored. Not after the disaster of the Eighty-Years War and the results of the following Popular Revolution (from which all of the current Rheinland Unlawfuls sprung up, except for the LWB, who arrived much later but on similar principles). You wouldn't have anyone to protect you, and wouldn't last long against the Rheinland Special Forces (MNB or something, I can't remember).

Corsairs? Laughed at, impaled on a pike if you were serious.

I think you guys are missing the point here, what all of you are implying is this: Don't make it liberty, don't have anything to do with rheinland, and make it a war within the house. That would change the whole "theme" entirely. And that's not what me or anyone else that has already joined, wants to do.
