For a Hogosha trafficking with that stuff would be against his codex of honour.
That is up to every Hogosha character to decide from what moral standpoint they are on the specific matter. You can't decide for all Hogoshans whether or not they can transport specific cargo based on what you believe how an Hogosha should act. And about this "codex of honor."
I don't know about the BDS but I know that the Yakuza are more interested in their smuggling operations, money and power than following some sort of "honor".

I believe it is time for you to think different. Clearly this is a mistake on the ID and not on the Hogosha players themselves. It is ridiculous to believe that after I cargo-pirated a transport other Black Dragon Fighters are not allowed to escort my transport to a secure area where we can sell the loot.
Then why would there be any difference in transporting/smuggling goods to other locations?
Kusarian Companies can decide whether or not to be insulted if Hogosha offers protection, it is up to those specific characters. Again you can't simply decide what the reaction should be. Point of Role-Playing is to produce different types of characters with different mindsets.

This "loose" Hogosha ID line defines complete Kusari house space equivalent to "Hogosha Guardsystem" tho the Hogosha actualy officialy dont even have a single Guardsystem (correct me if im wrong here).
Besides the obviouse implication of being able to act like "superpirats", that can legaly capture any complete freight not in a Kusari origin Transport anywhere in Kusari house space, the question pops up why other Fractions have to pay 1 Billion SC for a Guardsystem with such "Fraction Guard rights" while the Hogosha get 15 (correct me if i misscounted Kusari systems) "Guardsystems" for free.
Today you say your no "superpirat" and your Fractionmate acts as "superpirat" tomorrow; all clearly licenced by your ID.
In fact you declare hole Kusari house space to Hogosha Guardsystem for any Nonkusari with this line.:rtfm:
How does this make them "superpirates"? All pirate IDs have a similar line. For example, the generic Pirate ID:
