Well only rational explanation is that power button is messed up, I guess we are talking about front USB port ? Does it happen if you plug/unplug it from the one in the back ?

Yes it happens with all the <strike>holes</strike> ports
Well, I fear you guys don't get the difference between shut down and switched off.
Switched off means that your power supply is really switched off - no power at all - by a switch right at the back of your PSU.
Shut down means that most components are powered down (or put in a standby mode) but the USB devices still receives power (for example, not only).
Depending on the BIOS stetting the BIOS recognises a connection/disconnection at the USB ports and boots the PC.
This happens to mostly all today's electronic devices (TV, players etc): They actually cannot switched off they are just in stand by mode and consuming power.
Sadly most do not even got a real switch.
So if you wanna save the planet, pull the plug:D
