I've noticed this too, but I think the problem is that we have too many systems. Such variety, and so many interesting places to hang around leaves everyone spread out.

What I see is generally just the opposite. Typically of 130 people half of that are in Dublin, New York, and Pennsylvania alone. Just my opinion.
Oddly your argument reminds me of Gomez Addams arguing to the police that his brother has married a woman and purchased a large home in the suburbs.
If I was a trader I would love a 3 hour span where no one bugged me. No pirates no Police, no dishonorable no good rotten Hogs stealing my cargo...You may call it bad RP I call it bliss.
When I want RP, I need only to start up one of my freelancer characters and indubitably RP happens. Start firing on traders passers by or yell out to the Kusari 'FREE BRITIONIA!' You'll get RP. I guarantee it.

Play a nomad morph. You'll get lots...and...lots...of RP. And you get a free hostile-to-all rephack, so its all good!

Also, for the OP: join an official trading faction if you don't want to be alone. Even if you are not on the same route but online at the same time, you can still talk simply for the reason of being in the same faction.
