You can literally help building a city in Morrowind. Become a wolfman, let the whole island be after you, meet with a god, meet with another god, levitate, find lots of beautiful places, DIFFERENT TYPES OF lairs and dungeons (oblivion has 2 types only), interesting quests. The whole 1st expansion is about you being hunted by the Dark Brotherhood.

Morrowind is the best Elder Scrolls game without a doubt. Oblivion was also pretty good, just not as good. I don't even know how many hundreds of hours I've put into Morrowind... In fact, now that I'm talking about it I might just need to reinstall it again.
The problem I had with Oblivion was the lack of gameplay elements, the repetitive enviroments and towns and repetitive missions (the exception being the Dark Brotherhood murder mystery mission)
Morrowind is still my favourite, although since I was introduced to the Oblivion Nehrim mod i'm not so sure.
