so far - we believed that the waggling is caused by certain ships being too sluggish and slow to respond to directional changes. - that is partly caused by the inertia and the mass of the ships - also the rotational acceleration.
they start to waggle, cause the autopilot attempts to steer them, but the ship responds too sluggishly. - so the autopilot increases the drag - which then causes the ship to "oversteer" into the opposite direction - causing the autopilot to counter the momentum by increasing the counterdrag - ending up in a pendulum motion.
