I think giving the gunboat a torp launcher would be fun.
Wot is the point in the light mortar? It does less damage than the mortar but uses the same amount of energy! :crazy:
IMO it should be like this:
BS=Slow, Scary, Amazing shield, Loads hull, huge power output, heavy mortar
Cruiser=more nimble, good shield, alot of hull, high power output, mortar
Gunboat=nippy, light shield, ok hull, ok power output, light mortar, CM dropper
Please note the CM dropper on the gunboat as they are completely non-resistant to cruise disruptors which drives me insane.
EDIT: Dab the gunboats definitely were too maneuverable in 4.78.

I think the modders have focused on making weaps for the BS and cruiser (mortars, inferno cannons, etc...) And have forgotten to make less powerful versions of those weaps for gunboats. Now the most effective weapon for a gunboat is the cerberus turrets which consume too much power.
