Well i didnt see any hint who has to pay and who wont have to in the Proclamation of the need to have a licence. So your theory (that it is all clear etc.) lakes some connection to the real RP and some forum posts here like..:

I already pointed it out. This Licence idea will mainly (or even only) cause alot of Houseforce vs Trader conflict. Some Houseforces (as cited) seem to like it already probably cause Traders promise to be so easy prey they cannot lose.
All this mess just because all the Factionlords/Houseforces think they can gain something (money, control, fun) from it. Traders will not gain anything form this but be shot and bullied more than even.
I rarely post, and I rarely come to the forums.
I have a trader that I use to fund all my other characters with, if players try to restrict my trading or try to fine me to where my character can not make any money, then I'm done this game.
The war between Kusari, Bretonia, Liberty should have had an update to remove or grey out certain items for trading.
Allowing players themselves to restict and or ban items is not acceptable!!
The admins/devs should have greyed out trading items that have an impact on the story line.
Bottom line for me is simple.....As soon as my trader is not allowed to make money, I'm done with the game.

Got to agree with this, but I think the licences should be binned, either embargo something or don't.
Which brings me to another point anyway, why should trade be restricted between let's say Bretonia and Rheinland just because some random player faction decides they want a war? Hmm?

Why do independent players have to cop it aswell?
Because that's how it works. I might not work for the government, but if my country goes to war with another, I probably don't want to be visiting the other one.

Independents and factions are all affected by embargoes and licensing. Established factions have an easier time of it because they're well known, have a reputation to maintain, and can be trusted to keep their word.

You're allowed to do whatever you want. However, if you happen to do something faction A doesn't like, you'll pay the price. Simple as that and that is how it's always been. Do pirates "allow you to make money"?
These last few comments make me think of a funny example of what this complaining is. You know those guys that vehemently blabber on about how terrible paying taxes are, or go on about their gun rights (in America)? How many of these people actually petition their governments to lower taxes, or change laws? Probably about 1-1-3%.
As Hielor says, get involved in changing things and perhaps they will.
