The engines on that thing do not look believable. You might want to spend some time refining the design. The necell ones you have mounted on the out side look like sexual pleasure devices.

Replacement? Why replace anything?
This ship is a completely different design and serves a totally different role than the Battlestars.
If the Battlestars are being replaced (Which would be nice) then I'd avoid using this to replace them. Simply because then people will expect this to be similar at least to the Battlestar (Like the Viper replacements are..viperish:P)
Model wise, I like. I've been making models of cityships for a while but going with the philosophy that it's function over design. So I usually ended up with sprawling messy designs that look rather like junker ships. Unfortunately, I've yet to finish any of them since I only got small parts of them done before I ran out of time.
All in all, plenty of RP for a city ship and it just makes sense for Zoners.
If they want to move to a new system but aren't sure of the dangers just yet or maybe they simply want to live on a moving base. Whatever the reason, there are reasons.
The Engine 'pod'/rockets need to be re-done. They appear to be one single object which is why it is so easy to call it a rocket. If they were visibly split up with added structural support holding them on then they probably could stay as they would look like proper engine rockets.
It should replace a battlestar. It is a battleship after all, just defensive one, since itll have limited arcs.
And why do Zoners need 3 different offensive/defensive battleships?
Changes:
Remade engine part/removed rockets
Added 4 docking bays(2 for fighter, 2 for transports)
Added pipes all over ship.
Retextured a bit to make it look better.
