These expert-statuses (stati? Statii? statia?) last until the next person slips up. This way i've usually got someone who knows the rules back-front-inside-out, until the baton is passed.
I really like this for factions. Great way to help them know the rules. Also, I bet they are somewhat proud to hold this post helping their faction, untill relieved.

I was thinking this too. But upon further thaught how will you stop them from copying the questions down and tellin their friend the answers next time he's sanctioned. You'd have to have thousands of questions and make them answer a random 20 or whatever. But who the heck wants to write all those questions.

Although I feel like most offenders are new. It's hard to give them such responsibilities, and expect them to be completed at a level that is wanted for the wiki, and forums. I think making the rumors in bastille the rules is interesting. Even trying to spin it in terms of roleplay. "I heard yelling explitives on systems chat is a sure fire way to get blasted out of the sky, and then placed in this god damn prison." Something rediculous like that.
But like people have mentioned, some offender only register to the forum after they get sanctioned. Although it is quick to assume they NEVER have visited the forum before they began playing (I started playing, after giving the forums a quick rundown. And it was only until later that I registered). I think that sadly, for some this does present them with one of the best ways of discovering, the discovery server. The forums have a plethora of information for new comers. They just need to find it.
And like others have said.. Giving them the harsh punishment does suck. Maybe it seems wrong, but mistakes are the best way to learn. The admins are here to enforce the rules.. Not to cater to those that break them. If it is an honost mistake, then I'm sure the player will still want to return after the ban. Theres are ways to involve yourself in discovery (forums, skype etc.), without having to actually be logged on. We just need to hope that players, who do get sanctioned ingame, discover what exactly the server is about on the forums aswell.
