I answered your question.. you want me to do so a little more in-depth? Ok.
A) when within three k of a hostile cap, always keep moving
B) dont move closer then 1.5k to a cap with solies
C) if you hear the missile incoming alert, just fly around for a bit and let its utterly crappy maneuverability do all the work.
If you follow those three simple steps, you will never be hit by a cap, and thus there is no need for another rule to memorize and arbitrarily scream over each other.

Oh, and I would advise against calling people you just met 'stupid' to their face. It tends not to be a nice way of making freinds and hints at a lack of social skills.

My personal opinion to your proposal? A big resounding no. We don't need more rules. Fighters don't need any more special privileges.If you are thwarted away from a capital ship, accept your loss and move on. On the other hand, if you manage to evade him without an actual engagement taking place (it's easy, capitals have no CDs, just enter an asteroid field, use creative manouvering etc) nothing says you can't stay in the system and do what you were doing.

3. Reducing cruise speed would help to *avoid* PvP altogether, and would help to remove "endless chases" as well. No attack made, no PvP encounter, right? Character A was flying capship, player B in fighter was never closer than 5k, so why 4 hours rule? They were "just flying around", you know. Noone shot nothing. That was, and still is, my point. You forgot something. The fighters leave? then go replace your bots/bats too. They left the fight,so you can go and dock. plain,and simple.

All this would do is encourage more PvP. People would go after the high level ship's just yell"ha thats another 5mil" Plus 5 mil is nothing. Most who fly dreads,also have a transport/miner racking in 50mil or more a day. Even Pirates will kill more transports by pirating for say a tad less then what it would cost for them to die. Then yelling "1.5mil or dai,or i kill you,and you pay 2mil+ cargo.
Loose/loose situation.No more traders=no more pirates=all PVP whores.
Unless it had solaris even then it can be hard toh it a good fighter pilot in range

A battleship can only travel at 90, cruise 350, but by the time its in cruise a fighter can be 2 3 k's ahead, also bs dont even have cruise disrupters,
Now coming to a destroyer, yes they have thrusters, but again hitting cruise would mean that you are a fair way ahead, the only destroyer i could think of that could succesfully destroy a fighter would be the kusari one, even then thats mostly luck....
It is also oorp for a fighter or two to attack a capital ship, except a gunboat, a bs would have fighter support inside, dnw about a cruiser, im just saying why would a fighter engage something so big?
