It should be restricted in the way that Spear suggested, under level 30 players with civilian ID should not be attacked by anything except NPCs anywhere.
Do not blanket everyone with it, otherwise there is no point in owning a dagger, or any other low level ship.
That has to be said.
And for the record, I have no low level characters...
@McNeo: easy solution - put some money on your dagger. Hell you can have starflier rank 90! So, really, that's not a point here at all. The point is to stop this tendency, and do it very simple and enforceable, keep rules simple.
maybe the LH must do what the LPI does ( or should do ) - put 500k on each low level char - so its lvl30+
if there are a few exceptions from a general "do not attack under level 30" rules, people will be dead scared to attack back in fear of a sanctionable violation fo the rules. there are many rules - and you allready have to check quite some thinks - you look for its level, then check the ID, if its generic, you check for "signs" that might tell you that the target is hostile ( ship, weapons ) - etc etc... its quite a lot of stuff you have to do - then imagine trying to scan a pack of 2 or 3 ships - maybe maybe grouped, but maybe just not grouped, ( then the rule saying a low level with a highlevel puts the low level into a state of practicly lvl30+ ) etc etc.
i think the easiest is to keep the rule simple - and just give low level playerfaction players half a million so they are high level.
edit: i know its a bummer cause it makes you a target for high levels...
I'm off course not the boss in LH but speaking of myself and at least a few LH I know of.
It's many times better if no combat under lvl 30 is allowed than if PVP in NY is completely disabled.
Moriarty likes to fight in Daggers.... but a fight in Scimitair/Slipstream is not that different. Yes shields and hull are stronger.. but so are the guns.
The LH Trainees (flying Daggers) do not need any PVP to pass the promotion criteria.

If the rules are changed to allow high ranked capital ships, HFs and VHFs to destroy rank 26 LH Daggers that have the Lane Hacker tag and ID, then I will have to change our LH career system. I can't reasonably require any player to make themselves cannon fodder for every Raven's Talon or gunboat that comes along and wants an easy kill.
[size=small]A significant part of the reason for LH use of Daggers is to reinvigorate the use of the smaller Mark 1 ships by other players. This is possible in Liberty space due to the relative strength of the NPCs there. The other reason is that the underranked Dagger is the most authentic type of Lane Hacker. Virtually all the Lane Hacker NPCs that you see are such. In my view, having some players mimic it for a while can only be a good thing. How can it be good to make a rules change that eliminates the viability of the most authentic sort of roleplay that is available to us?
I agree that making under rank 30 civilian IDs immune from ALL attacks from ANY player is a fantastic idea. But making other IDs vulnerable to attack at any level is going MUCH too far!
Rank 50 HFs and VHFs being prohibited from attacking tagged and ID'd mark 1 ships that are under rank 30 is simply a matter of enforcing good sportsmanship on people who otherwise will not behave in a sporting manner on their own. As I have said elsewhere, nearly all of our LH members have been under-ranked killed even with the current prohibition in place. Removing it will make our current policy completely impractical. As I have instructed in the LH message dump, our members should not be flaunting themselves in the Dagger or otherwise to tempt attack.
[size=small]Ask yourself : Do you really want to remove any practical possibility of seeing completely authentic roleplay and ships?
Those of you who keep suggesting bringing a Dagger or other mark 1 small ship over rank 30 with adding cash to the character are COMPLETELY missing the point of using those ships.
[size=small]Both lawfuls and unlawfuls should be able to use the small mark 1 ships to play with each other without having to endlessly worry about getting instantly vaporized from every rank 50 HF, VHF, GB etc that comes along. Making non-civilian IDs open to attack at all times regardless of rank DECREASES the playability of this mod and game, and deals a severe blow to those players who want to roleplay as authentically as possible using the mark 1 ships.
If "non-civilian ID's" are open to attack at any rank, then players wishing to use the small mark 1 ships are forced to choose between NOT using them, or having to use them in a somewhat non-roleplay manner by not using the authentic ID for their roleplay. We gain NOTHING by this!
I suggest :
Civilian IDs under rank 30 may NOT be attacked by anyone except in self-defense.
Any other ID under rank 30 may be attacked by any other under rank 30 character, but NOT by any over rank 30 character (unless self-defense, and the other current under-30 exceptions).
This protects the new players on the server, and still allows the rest of us to enjoy using the small mark 1 ships while doing so in a completely authentic manner that fits the role for that character.

Please I need help. As a new member trying to learn the rules of the server and the general character of the mod and it's players, I am confused at this point about rule 5.1. I know it covers PVP and addresses most PVP situations. Where I am confused is when the no PVP rule in NY" sort of gets tangled with other PVP rules in the other systems. I was on game last night, and being new and trying to gain some credits, was in and out of NY most of the time. I kept seeing open chat threats of attacks and seeing console messages about X was killed by Y. If there are interim changes to this rule, I have not found it amongst the many posts on the forum. That being said, I feel as though I have found a server that is truly RP and offers countless opportunies for a pilot looking for fun to actually have some.
Xoria, it never works one way. When there is something to gain there is always something to lose, even if you do not notice that at first. It's simply a necessity. What you suggests will add another layer of complexity over to something that is already complicated enough. The rules should stay as simple as possible, even at certain expense.
