lawfuls have an excuse, they are getting rid of contraband (as it is defined by a country)

Right so lawfuls can tax people ridiculous amounts of credits for having more than 50 guns in thier hold. But Corsairs can't stop people from starving thier home planet? Riiiiiiight. I know it's rule and all, just doesn't seem very fair OR balanced.

lawfuls shouldnt tax for guns
and a simple way to avoid it for personal armories is simply to move it to conn, they cant enforce it there
im thinking of moving mine there.
(armories that dont sell anything.)
I've run into this problem in my Outcast characters before. When the Alhambra/Fantasia/Longinus/Requiem/Perihelion/Guistizia/ w/e is on, we should, strictly speaking, in the confines of Outcast space, be able to scan, halt and destroy traders in anything we bloody well want to. Now, I never ask for toll-after all, we're military, leave the taxing up to the government officials-but I will on occasion run off or destroy one who is misbehaving. Most of them don't complain, but it is technically against the rules (excepting the BSG and CR. I love clan warfare:D), despite the fact that the Outcasts are, strictly speaking, a government in their own right.
I do have a problem with the Junker tax, though; the Junkers are not organized. They do not have a military, they do not have a government, they are simply a bunch of people who collect junk and...other things, and make what profit they can from them. They're actually quite prone to infighting, in fact, so I'd be careful how much authority we give them, even in their own ZOI.
As for taxing guns, I think it's actually a fairly brilliant idea...after all, CODENAMES are military weapon projects; obviously they're a bit outdated, since they've been floating around, but they are MUCH more potent and dangerous than all the weapons available on the open market, and hence the house governments would be highly inclined to regulate them. At least I would, if I ran the South Alliance or the KNF. (not the Outcasts, though, we're fairly loose with our stuff:lol:)

its really very simple and not unfair... in theory
a pirate that is pirating is attacking the trader -> the defender, in that case the trader can answer the attack with any force he likes - even hire a battleship as an escort.
a trader that is carrying contraband is attacking the lawful houseforces / society -> the defender, that is the lawful forces can answer that attack with any force they see appropriate.
that theory works - as long as the "laws" by house forces remain in a reasonable level. that means, once they become rediculously strict.... it can hardly be a defense anymore. - but so far, only few people REALLY complained about the draconic laws made by rheinland and liberty ( i mean, complained in roleplay ingame ).
there is also no rule saying a merc cannot travel rheinland. - but its still an enforced roleplay law. - that means: you can travel rheinland, but the rheinlanders will shoot you down - but you are not sanctioned for travelling rheinland.
gotto make a difference between roleplay laws and server rules. when its about serverrules, you can do a whole lot of things that make little sense in roleplay. - so some roleplay laws are necessary to differenciate the houses.
so, yes, the military can shoot you down for breaking a roleplay law. - all in roleplay. any law must make sense though. - so the anti-merc law in rheinland is there, cause mercs attacked rheinland forces. - if they made it out of a mood to spoil the fun of mercs or cause they think that mercs are not worthy roleplayers - it would be different. but its a roleplay consequence. people must see that their actions have consequences - thats what keeps the server alive. so i would allways support such a law, - as long as it is not too much.... .
There's no house rules, but there is a server rule. Having more than 99 items in your inventory risks corruption.
