May be driver related also?
I have yet to experience or notice anything similar on my end.
Only thing that is highly noticable is the occasional weapon glitch out where my gun disappears off screen.
Did not happen today but was happening alot last night on some maps

30fps is a standard. 60fps is the gold standard for most developers.
Game was designed and optimized to look good and run in DX11. And 480p to 720p Locked to a stable 30fps on consoles (Which have far older hardware (Mind you the PS3 has a equivalent of a 7900GT GPU and the 360 a modified X1900 series both heavily modified and scalable to a extent).
If it was not well optimized, then it would not run as good as on those consoles.
Nor on 07 video cards such as my 4850. Or when paired with a Athlon dual core for a fairly demanding game.

Fairly dated hardware. but you know what? I manage to get High Settings and 34fps at my native resolution on larger maps like Caspian Border. To me (And even others running similar dual core set ups) thats great optimization.

Difference in graphics is not that big, you say? Not to hijack the thread, but may I humbly suggest you go to Gamespot.com and look up their graphics comparison. It's definitely noticeable. Even my mere Nvidia GTS 450 can outperform any console.
