I don't have an issue if Bretonia claims Planet Harris and uses it for a base/embassy. We'll respect that.
As far as more players,
I'm going to say Zoners afraid that the imperialistic compulsions of either nation may lead them to drive and conquer the Taus, therefor losing their claim of space.
Could also work for people of the IMG.

I guess that the IMG or Zoner GB would work, but the idea with the BHG gunboat is that it's cheap and being phased out by the orca. But, those are two good ideas.
I don't think the Raven Talon should, because it's just too widespread I feel. Always seemed like there should only be a couple in RP. Besides Charon VHF and Kadesh HF are cheaper.
I'm leaning more towards the Zoner ID come to think of it. But, I'll still be focusing on getting that Military ID.
Also, I think that I should change the goal to get the other nations out the Taus, rather than jump to claims of an independent nation. Ideally, that is what we want, however I think that might clear some things up.
I think it would be interesting, as you said Bretonia would help us defeat Kursari, then turn around and crush us. What about Gallia as an ally? Though I don't think the admins would want the RP of the Gallic forces yet, seeing as they can't really leave. And to get knee-deep in the conflict would sour their reputation. So no as I see it.

Purpose- The purpose of the Independent Army is to force the Taus into a near anarchy government. Supported by radicalist Zoners, radical ex-IMG and ex-war veterans; the IA hopes to overwhelm forces in the Taus with guerrilla style fighting.
If all is successful in the Taus, the IA will set up a rather flimsy government that by leasing land, will pay for the protection of the system to hungry empires wishing to pry upon the fertile space of the Taus.
The IA will largely except that they were not the first their and adhere to letting original business and factions of Taus go about their business. The IA remains firm that the Taus should be an area of free will, free trade and no contraband.
Unlike many discriminators claim, the IA is not power hungry and wants to gain control of the Taus, rather than pursue fighting in either Kusari or Bretonian systems.
To the people who support the movement, and understand it, we are peaceful and idealist. Our major goal is to cleanse the Taus and restore them a state of tranquility.

To join as a member of the IA they must have been reviewed and approved by an existing member of the IA. -Upfront, we'll be letting people join without this taking effect. If it grows large enough (20+ people) then this will come into effect.

We're talking about active resistence that will engage the KNF on sight and with deadly force, while on expedition campaign (logistically at risk).
How should Kusari react once it's discovered they use Baffin (owned system, and apparently the only elegible way from that indipendent station) to come to cause the KNF troubles with the TAZ turning a blind eye on that, while consequently exporting all kind of restricted products from Kusari under license?
(With two or three vessels even granted Hiroshima access)
I'd bet the TAZ would receive pressions from the Ku Government in order to close the passage and if that is not accomplished, a review in the relationships charts and economical licences would be at least in order.

I'm working on a back story right now that would include mentioning a secret base on Planet Harris along with several other previously thought inhabited planets.
So you will roleplay it out but technically you would still go through Baffin isn't?
That may work but I'm not generally fond to such an "extreme" roleplay.
Everything could be probably worked out but at least the base where you launch/land should reflect written roleplay, and I think Harris isn't dockable.
