I think he's trying to say it's a bit Powergamey.
These factions have had no say as to whether you've infiltrated.
Personally, I don't give a damn about it.
But, I guess some people will.
I don't see a good reason to talk to the faction leaders... Give me a good reason why I should go and tell them: "Hi! It's me... hey, listen I have this gallic junker and I want him to be infiltrated in your organization"
And you know why? Because the answer will be in a very "discovery way": "What?! No way! You can't... we have ubbercool and unpenetrable protocols. We would detect you before you talk to us"
So, for now, my indies will be there, trying to obtain information and such... CR is the only problem coz they don't have indies.
There's a difference between RP knowledge and OORP knowledge. Discuss with the faction leaders about the possibility of having agents in their factions, rather than forcing them your vision.

I ain't forcing them to do anything... I'll just apply to join and then send useful intel to the Junkers Agency. All will be done inRP and there will be possibilities for them to catch the agents.
