There's nothing bad with creating a group within a faction. Look at the Hogoshas, there's no ''Hogosha'' official faction, simply, simply gangs that are part of the Hogoshas.

Well, really, member wise, the Council barely have 100,000 people in it in a house with several billions of people in it, so comparing them to a small group was logic to me. <.<

Then why the LE was declined? It was meant to be a group... It made by lot of work There was good activity, RP was on a high level too, and you reject it due to the single navy rule...You said you need more enemies? Be careful not to make one! Take your argument else where about the LE not being able to have their own official group like the GRN. Please, the topic was locked because of that and I really don't want this locked. As for yesterday, I could criticize you on your groups roleplay as well. But I'm not going to, not yet anyways. As I'm still disappointed in the first time I encountered the LE as Joseph DeFrance.
Because only one Millitary group per house is allowed. Why do you intent to create another millitary faction, instead of joining current one, and helping it increase it's activity? Also i agree with Ethan, when he mentioned your in game Roleplay. I also met one of your guy, and RP with him was terrible.
Ethan, i have to admit that it is well worked. Idea of 'Republic' is nice. Im more curious about those fleets idea though. Are they meant to act as faction's subgroups?

Short Answer, yes.
Long Answer,
I wanted to try something that was thought of when Gallia first appeared back at the beginning of this came out. A faction known as {C~N} and {C~S} where trying their hardest to organize two different Council Fleets that took place in the Northern Gallia and Southern Gallia. Since Council space is virtually split in the middle North and South.
We where going to do the same thing, but when one of our members pointed out a flaw in this idea for us just starting out. We wouldn't have the player base to balance both fleets. One fleet would be bigger than the other and then some. So currently, those Fleets are just there to make the document look pretty. But hopefully if and when this faction has a large enough player base we'll be able to split the fleet into North and South.
