On topic, i think that pirates should lose pirating ability for gunboats, yes. Why? because they are very resourse intensive. Even looking at the infocards, you can tell they are supoosed to be rare. Im also admittedly getting sick of every pirate i see has a tridente or imperator GB. They are warships, not freakin "i steel ur crap nao" funships.

Id rather have them in lolboats than fighters or bombers, they die a LOT easier that way.
its the fighters and bombers in 2-3 man groups that are overbalanced and over powerful (tho less so against traders than caps).
Not to mention snubcraft can evade a LOT better than GBs.

I'm guessing he has some good smuggling route, and is tired of getting busted and pew'd before he can quickdock with rochester.
One thing that would solve a LOT of this..... for liberty/bretonia/Rhinland/GMG (in the case of the junker base in the sigmas) set each junker base to a differnt junker faction, set to rephax the same rep as your regular junker rep.
If you frak up involving a junker base in that house, that house asks the junkers to not let you dock (rephax).
A easy example would be rochester.
Smuggler gets busted enroute to manhat, either he bothers to RP and not dock there, or doesnt do so forwhatever reason. The smuggler, with police/navy/ on his tail runs straight for Rochester to sell for a slightly lower price, and docks anyway.
The LN/LPI ask the junkers to not let said person dock again.
The smuggler is then rephax'd red to that houses junker bases, because he's an idiot docking there while being chased by the po-po, putting the junkers operations at risk.
with the whole liberty smuggling scheme, this would force a LOT of the lolsmugglers to RP propper (or to get a new ship/char every few days).

Gunboats should be treated as military-grade vessels - and excluded along with Cruisers and Battleships!
If any class of ship should be spammed by pirates - it is Pirate Transports, Bombers and Freighters.
Thous would draw a sharper line between unlawfuls in a criminal mode (piracy), and unlawfuls in a military mode (ambushing military ships).
Pirates can still gang up and still be a threat, but you wont have the 5GGs (5 Gunboat Gank) squads attacking EVERYTHING in sight.
5 PTrans can still dish out the hurt - but are also vulnerable to a counter-attack from the police and military - and this is what you want to see. Not this absurd situation where pirates suddenly own entire systems because of the firepower they can bring to bear against all and sundry.
Let the pirates use non-military grade ships to pirate.
Let the traders call for police help - or use their own merchant-navy escorts.
Let the Police call for military backup if the pirates are too good.
Let the Pirates call for their own paramilitary backup to assault the military!
Dude, 5bombers are FAR more deadly to a battleship than 5 GBs

Now as for what to do......
FIRST thing is to re-do trade routes.
LIBERTY SHOULD NOT BE THE CENTER OF EVERYTHING ANYMORE. THAT IS A BIG PART OF WHY PEOPLE NEVER LEAVE IT.
Second, let caps stop smugglers. Have restrictions on them, has to be over a certain ammount, there must be a clear order to halt, etc etc.
And yes I know that officals can stop them. I dont care. Officals are not all of the playerbase.
Third, my above idea for the junker bases.
Hell even easier, prehaps do some rephax work so a SINGLE junker base can be made hostile to a smuggler that has abused it one time too many.
If nothing else, it'll force Jarek to find another route (or tradein his ship and re-buy on a new char).
Now what else to do for the pirates ?
Well, the real problem is that bombers are over powerd. All of the SNAC nerfs and we STILL have mercs flying bombers, collecting bounties on anything from fighter to GBs in 1on1 fights.
Either make the SNAC use ammo, or somehow otherwise limit it or make it less effective (for example, it'd be cool if it were possible to make it innaccurate, IE: it doesnt go in a straight line, and if you dont move the crosshairs and are not moving, it still wont go to the same place twice).
The other problem for lawfuls is things like the PTrans. When pirating in that, I only really worry if multiple GBs or bobmers come after me, because Ive survived bobmers 1onn1. Ive survived cap8 anti-cap GBs 1on1 as well in a PTrans.
As much as I HATE to say this, because I have had so much fun in my PTrans, remove CDs from the PTrans,. Remove CDs from pirate bombers as well.
Then go and make pirate GBs also unable to pirate. They are for defending their bases, their cargo ships, and their turf, from lawfuls and other pirates. And pirates have nowere near the nunbers that the houses do, so they are very valuable and costly to loose.
However, allow pirate GBs to attack escorts, just have the rules say they cannot be present (within, say, 8k maybe, or more) when the demand is made. They only show up to assist, then get out equaly fast.
The bobmers lacking a CD, and the GBs being unable to be there when the demand is made, would mean that FIGHTERS are required for piracy, due to their CD slot. Bombers would be the big 'ol 'friend' sitting off a bit, providing the muscule if you do not listen to the fighter.
The only real loophole would be pirate freighters (coreo, bactrain) However they could also loose their CD, or they could simply be made open to cap fire again (or are they, the whole 'are freigthers counted as transports under the rule thing seems to change back and forth depending on who you ask and what phase the moon is currently in)
Yes, me and my familly have been pulled over by a tank once, while we took a wrong turn in our Mercedes Jeep in an african country, and we ended up in front of entrance to the presidential residence. Wasnt much of a tank... looked like it was pre-ww2 and had rubber tires, but the top looked liek a tank with a cannon.
Anyway.
LPI can only do effective police work if the have more capital ships, at least the size of a gunboat. With all the smuggling and pirate gunboats that fly around in Liberty for example, I dont see how LPI cna do anything without help of the LN.
EDIT: Military doing police work is actually a characteristic of a police state or military dictature. So shouldnt really be like that in Liberty.

If anyone cares, I am no longer convinced that the police should be in any way limited when it comes to the use of fighters. I don't even think that they should be bashed for flying gunboats considering that's unlawful standard gear.
