The real name is ELF and not EFL, it's a typo by Igiss.
It all started with three companies created around WW2, the most important one being the RAP in 1939 to mine underground gas deposits in France and potentially establish petrol supply lines for the war. France almost had no petrol itself, we were getting most of it through importation. These companies somewhat fusioned through various states I won't explain here to prevent boredom and ultimately gave ELF Aquitaine in 1967.
Although the great question you asked was "what does EFL stand for?" and it's indeed a good question because it seems there are only assumptions and no definitive answer. Pretty interesting history lesson. I agree it seems more Solar Engineering would be the primaries on this RP style. It rather caught me off guard when I first started researching more about EFL.
Note: General Update on the Information and Roster
It is rather sad to see so many factions with their own RP, simply become trade companies, Ala IC|. Besides which, Gallia Already has IDF for trade. However, obviously you need something to do, supplying bases to build modules and tech obviously makes sense, as its a base building, and tech making company. In addition to which I would suggest actually advertising as base BUILDERS, not just suppliers. E.G: on the open market;
"Want a base? We'll build it for you from scratch!"
While thanks to POBs, your Base/Tech building RP can be quite extensive, Oil drilling, as far as I know, cant be done. Although you could try mining hydrocarbons I guess.
Ship building you might think cant be done, but here is my main suggestion:
Buy a bunch of all types of Gallic ships, set them up with player grade equipment, and keep an "EFL Stockhouse" on the Open Market. You could have all the lawful snubs with recruit IDs, ready to be repped to whatever faction the buyer desired. The transports would be a little trickier, but theyd be fine with EFL IDs, as, until bought, they belong to EFL. You could even have GRN caps with the ID ready! As EFL isnt going to be selling caps to anyone but Gallic authorities.
If you always have say, 5 of each snub, and 3 of each transport, and cap, for backlog incase you get multiple orders; Then Id say the knowledge that the EFL would ALWAYS have ANY legal Gallic ship a player would want, all fully equipped, would ensure they checked your shop when making a gallic char. Sure there's the ship sale forum, but you cant always get what you want there.
I think this would be much better than having; "Just another trade faction that shouldnt be one".
On the other hand, I see no mention of EFL being privateers. I think you should leave that to the Gallic Junkers.

Those are very good suggestions. Little by little we wikl work our way there. As for pirating its just a little extra provided by the ID. I dont umderstand why it is that way, but we use im against corps in the Taus traveling near our POBs.

It's included in several Corporate IDs, gives them something to do. Wolfs Ghost added it into his Planetform faction's app (Corporate Freebooters I believe) - can give an edge to smaller trade factions who are outsized in the convoy department.
Bowex and Gateway can pirate each other outside of House space and Gallic ships everywhere (although the Bowex line has ambiguous grammar). BMM and Planetform can also pirate Gauls.
Not including ALG or Ageira (except Solar), Liberty and Rheinland crops can pirate each other.
Kusari and Gallia corps have the line too.

The ID states any ship affiliated with a house a war with Gallia. I was informed by another faction that, this includes ships entering Bretonia. I agree to that but if anyone can confirm that would be great, To me that sounds more like associated, but who wouldn't pirate a ship that is helping their enemy

I may not be too fond of the EFL, but Gallia needs all the activity and people it can get. EFL brings activity, even if I have a problem with a few of you. Enjoy wrecking havoc in the Taus and Bretonia.
I just want to say, hunting people with a gunboat with a blatant gank is not very professional
1GB+bomber against a bomber that didn't start an engagement is just not cool. you guys aren't even a pvp faction you shouldn't be hunting with huge numbers behind your back. that's supposed to be used for defencive purposes
