Kudos for trying to innovate and add a new dimension to the game. Consider looking into the many unofficial servers for voice chat like [tl;dr]. You might even find some people in the community willing to RP over voice.
Like Snak3 said, an official voice chat would create a big headache for admins generating a wave of new reports for trolling, harassment, swearing, etc. with the added difficulty of having no record of the offense as evidence unless the players are recording it themselves (unlike things that are typed out and the admins can read just about everything you type).
People are entitled to their RP within the rules and everything, but not everyone will enjoy having to manually mute guys voice acting shoujo cuties, blasting music, bad mic feedback, trolling with soundboards, arguing with their parents, tending to their infants, etc. or the storm of OORP "//wtf mute ur mic" in response.
Without a chat log, how are Admins going to monitor use of otherwise prohibited language?
This idea allows for consequence-free trolling, harassment, and cursing.
Good idea on paper - bad one in practice.

Constant recorder, ever heard of that? In game chats could be recorded and if someone comes with such a report, they could re-check by listening to the recorded stuff (I think this can be used inside the mumble server and everything would be recorded).

You can't implement TS into specific systems and areas, while mumble is actually able to do this. So when you're around manhattan, only the people around manhattan hear you, not the one from the other systems.
So if this all bothers you, then go with my idea that thing with "Trade Request". So kinda a "Request Call" option into RP, if the person denies, you wont hear anything anyway, so you have to automaticly type. But if someone is willing to hear kinda what the person is going to say and kinda give a response back and enjoy it this way havin fun.

I don't see why not. You could be recording only the requested calls, this way there wont be tons of useless talks.

Kinda like a Call request in game, so whenever a guy would annoy you, you could simply turn it off. Problem solved.

That's the point
beside the fact that a lot of players cannot talk in English or are mute/deaf.
Back in time we had this very issue in other games.
Recording all the voice data is pretty much unrealistic because the admin team got enough work already.
Teamspeak is fine is you like it for your group/faction but implementing it into FL in general is a very bad idea.

i understand that point and if i had thought of that, i would not have posted this idea.
i know i sometimes am too naive when it comes to human behaviour.
I like the idea in principle, but in practice I feel that it would limit RP rather than enhance it. It's difficult to portray a character's voice accurately, particularly when they belong to entirely different cultures, ages, and genders to their players.
My being restricted to only playing twenty-something characters with a twisted Australian accent might mangle a few eardrums, for instance.
As you said, there's nothing to stop the use of text to work around that, but - and I'm far from an expert on anything more advanced than a toaster - I suspect the additional load on the server from delivering and storing all those recordings may not be worth the trade-off.
id say keep it as it is, eg, for older people like me, im english but im not a fast typer, and i prefer to "talk" using TS3 with me mates
for some people that are not english their "spoken" english can be not very good, but damn they can type perfect english so fast (and with better grammer than me)
