If the devs are lacking in enthusiasm for adding anything to non-fighter ships, then the correct course of action is to add devs that will do something about non-fighter ships.
Either that, or we should just make it official that non-snub flying players should just stop wasting their time on hoping that things will get better - call it what you want now, but things are very broken.
Carriers are less than a fraction of all non-fighter combat ships - and it still doesn't address the problem of fighters being broken against everything else.
It's a nice start, but it's not even close to what DM's should be able to do.
That is not as easy as it sounds.
Caps have always been a rather contrivertial subject for Disco and nobody really wants to poke at them lest the whole thing breaks down.
While we have the fact that snubs and caps can interact pvp-wise, this will remain to be an issue.
From one side you do not want to make ships worth billions of credits worthless.
From the other side, you do not want to make it seem that the people with the biggest wallet win.

Pvp wise, removing snub cruise does little or nothing to change the actual combat balance between snubs and caps. I'm not calling for the change of damage values or anything else - snubgank will always be broken because it's just how the engine works.
The change I'm calling for is easy to impliment, just as easy to reverse, and would be a good start to addressing a very large issue with the inherent gap between snubs and non snubs.

Your idea would not only completely destroy factions with no access to capital ships/carriers but also phaze into obscurity every system with no lanes present. Are you sincerely expecting it is a good idea to inhibit currently the only good way to stir up activity by actually flying around? Unless you somehow enjoy 5 hours flight time to Liberty because nobody of you has carrier at hand, I cant find you actually serious about this.
