Even if that's the problem, I think Razor is still a valiable replacement for FWD Cannons.
Depending on the gunboat, the Forward Gun is a razor, like the Defiant's gun, it has the same damage profile as the razor.
If you're going to allow the gunboats with forward guns to replace them with a normal gunboat turret, which is in essence a buff to their capabilities, you're going to have to accept some kind of nerf to them to balance out the situation.
I'm willing to bet that said ships are balanced around the forward gun existing so those balances would need to be revisited by devs to make this change.
I was just wondering on "why there are forward cannons?" They aren't against gunboats (too fast), they aren't really against cruisers (too weak) and they aren't FOR SURE, against snubs.

actaully, these cannons are pretty sweet against gunboats.
You dont need to replace it, the lib one especially is amazing with arcs. They do great damage in duels and hurt caps a lot too, you can literaly drop a Heavy BS sheilds and hull with one.
