Capital ship powercore enhancer: A purchaseble component which increases a vessel's powercore output. Three different classes according to capital ship subtype: Mark 1 for gbs (+50,000 units) mark 2 for destroyers/BCs (+200,000 units) and mark 3 for BSes (+ 500,000 units).
Fighter powercore enhancer: Same principle as the cap version. Mark 1 for fighters (+5,000 units) and mark 2 for bombers (+7,000 units).
Powercore enhancers would take up a generous amount of space on a given vessel, in order to neutralize op combinations, i.e. cloaking device + powercore enhancer.
Powercore enhancers would also be relatively expensive - say 500,000 for a BS version and 200,000 for a snub version.
This item would be freely purchaseble from upper tier bases throughout Sirius. It would not be an item POBs would construct.
you mention them taking up generous space to try and avoid OP combinations....
how about something like:
if someone attempts to use an OP combination, for example the cloak and enhancer, it causes the ship to go boom. inRP it could be explained as the enhancer cuased some problem or such and caused a catastrophic failure in the powercore which causes the ship to go boom.

I say no.
Not for snubs, not for caps. In best way, everyone will have max power enhancer, so... won't be much difference.
In worst way... fights gona become even more crapy, than they are now, especialy on caps.
Cap ship powercore enhancers would take up enough cargo space to make having a cloaking device pointless. However, anything from a destroyer and up would still be able to equip both the enhancer and cap 8 armor. Generally speaking, cap ships are already relatively easy to hit, so high armor upgrades are appropriate.
GBs are kind of a SHF/capship hybrid, so some tweaking would make sense - for example its respective powercore leaving enough cargo space for nothing more than a UA 8. Freaks of nature, like the BH gunship could only be equipped with either armor or the powercore enhancer.
Now for snubs. They rely primarily on evasiveness and maneuverability to survive, thus choosing between any armor and the powercore upgrade would be reasonable. You choose to either invest in defensive or offensive capabilities.
If powercore enhancers were introduced, I don't think it would cause fights to drag on and on - especially in the case of snub fights. Acttually, the opposite could very well be true - relatively quick, brutal, unforgiving skirmishes.
Bombers might be a problem, as Sindroms pointed out. On one hand the bomber has considerably more offensive power with the enhancer. On the other hand, no armor upgrade whatsoever. It's OP potential is something that would have to be tested in game.
