Not really. What makes gunboats special isn't their turrets, it's their gunboat shield, their small size, and their mobility.
With today's nerfed GB turrets and buffed transport turrets, I can kill a salvager with almost any transport.

If you wanted to do transport piracy as a Junker with a wingman, you might as well use the Shire, which carries significantly more cargo, has enormously more firepower, and even flies faster...

Miner can solo mine whit good profit trader can solo mine whit good profit..why should pirats need help?

Sirian Junkers have very good relations with Bretonia and can use the Shire transport. Besides, Junkers rarely pirate in the first place, so measuring their ships based on how well they can pirate is pointless, but I will say the Salvager can't pirate worth a darn with no CD and less firepower than most transports, while also flying at only 139 m/s compared to other transports which fly at 149-159 m/s.
Still, I don't see why anyone would make the claim that the "Salvager is balanced because it is good for pirating". Pretty much any transport is better for pirating. Even the Pirate Transport, which costs hardly anything, is better in combat than the current Salvager and has pretty close to the same amount of cargo. The Salvager has 7 turrets, it can fire 6 forwards and 6 backwards. It has a light gunboat power core, so it cannot support those turrets very well. This is a major issue with basic gunboat turrets being nerfed into oblivion, forcing gunboats to use the other turrets which cost a lot more power, more power than a salvager can effectively provide. Meanwhile there are many other transports with similar cargo that are faster and have a lot more firepower. The salvager is the slowest-flying transport in the game right now, and it even has less firepower than most other transports. 7 Gunboat turrets is really only about 10% better than 7 transport turrets at the moment, which is nowhere near enough firepower for a ship that size, especially considering how much it costs.

Agreed. Boost powercore, maybe reduce a bit the hold and add some plating, and turn the Salvager from a pathetic quasi-gunboat to a quasi-cruiser, that doesn't use cruiser weapon but can sustain heavy GB weapons effectively.
This new ship here can replace it in the quasi-gunboat role, its looks are much more fitting to it.
